1 EMERGENCY TOWING PROCEDURE
Korean Register of Shipping EMERGENCY TOWING PROCEDURE 2008 Tripartite I am Sung-hwan Lim of Korean Register of Shipping. I am very honored to attend Tripartite 2008 and have a chance to present this material to you. Today, I am going to discuss about Emergency Towing Procedure, The purpose of my presentation is to inform you the new amendment of SOLAS and the related guidelines about Emergency Towing Procedure. 참고 Nice to meet you every one, My presentaion is about emergency towing Procedure. As you well know, Emergency Towing Arr’t is requird only for tankers of not less than 20,000 tonnes deadweight acc to SOLAS II-1 Reg.3-4 But New requirement requires ETP to all ships subject to SOLAS. Therefore, I will introduce little detail about regulations about new solas amendment and relatd guidelines. I will recommend them to consider this regulation as early as possbile. Emergency Towing Procedure: SOLAS Ch. II-1 Reg MSC 76: Proposal to install ETS on board the vessel DE 48: Functional Requirement ’07 Oct. ’08 May. ’02 Dec. The Emergency Towing Procedure, is required by new SOLAS Chapter II-1,Reg.3-4.2,about which I am going to make my presentation to you today As you know the present SOLAS Ch. II-1 Reg. 3-4 requires the Emergency Towing Arrangement only for tankers of not less than 20,000 tonnes deadweight. And MSC 83 approved the amendments to make this requirements as Reg and the Emergency towing procedures as And MSC 84 adopted this amendments and approved - the guideline for preparation of Emergency Towing Procedure as MSC.1/Circ ’05 Feb. MSC 83: Approval of SOLAS Amendments MSC 84: Adoption of SOLAS Amendments & Approval of Guideline EMERGENCY TOWING PROCEDURE

Application New SOLAS Ch. II-1 Reg requires Emergency Towing Procedures shall be provide for the following vessels: All passenger ships: Cargo ships: It is recommended to consider the earlier provision of the Emergency Towing Procedure on board the ships presently under construction. not later than 1 January 2010 constructed on or after 1 January 2010 constructed before 1 January 2010, not later than 1 January 2012 New SOLAS Ch. II-1 Reg Emergency Towing Procedures is required to apply for the following vessels: all passenger ships shall be provided with Emergency Towing Procedure not later than January 1,2010 And,new cargo ships constructed on or after 2010 shall be provided with this Emergency Towing Procedure . In addition, existing cargo ships constructed before 1 January 2010 shall be provided with this ETP onboard the vessel not later than 1 January 2012. In this regards, I recommend you to consider the earlier provision of the Emergency Towing Procedure on board the ships presently under construction. EMERGENCY TOWING PROCEDURE

4 Purpose The towing procedures should be maintained on board the ship for towage in an emergency The procedures should be considered as part of the emergency preparedness required by paragraph 8 of part A of ISM code. 8 EMERGENCY PREPAREDNESS 8.1 The Company should establish procedures to identify, describe and respond to potential emergency shipboard situations. 8.2 The Company should establish programmes for drills and exercises to prepare for emergency actions. 8.3 The SMS should provide for measures ensuring that the Company's organization can respond at any time to hazards, accidents and emergency situations involving its ships. I think the purpose of emergency towing procedure stipulated in the Guidelines will help us to prepare precisely for the ETP. It says the Procedure should be maintained onboard in order to facilitate the towing of the ship in emergency situation and it should be considered as the part of emergency preparedness requirement of ISM Code. `` EMERGENCY TOWING PROCEDURE

Amended SOLAS requires that Emergency Towing Procedure shall include these four parts. Drawings of fore and aft deck showing possible emergency towing arrangements Inventory of equipment on board that can be used for emergency towing Means and methods of communication Sample procedures to facilitate the preparation for and conducting of emergency towing operations. 참고자료 The procedure** shall include: drawings of fore and aft deck showing possible emergency towing arrangements; inventory of equipment on board that can be used for emergency towing; means and methods of communication; and sample procedures to facilitate the preparation for and conducting of emergency towing operations. ** Refer to the Guidelines for owners/operators on preparing emergency towing procedures (MSC.1/Circ.1255). 6 Guidelines for Emergency Towing Procedures
EMERGENCY TOWING BOOKLET (incl. Ship Specific Data) EMERGENCY TOWING PROCEDURES SHIP EVALUATION , To prepare the Emergency towing procedure, the Ship Evaluation process must be taken first. And the Emergency Towing Booklet.should be prepared which includes ship specific data,diagram and sketches etc. This Emergency Towing Booklet should include the ship specific Emergency Towing Procedure through ship evaluation. 7 The ability of the ship to be towed from bow and stern
SHIP EVALUATION The ability of the ship to be towed from bow and stern line handling procedures layout, structural adequacy and SWL of connection points The on-board tools and equipment available Chains, cables, shackles, stoppers, tools and line throwing apparatus. Radio equipment on board. Unless the SWL of connection points are known, these loads should be determined by an engineering analysis (MSC/Circ.1175) I will explain a bit detail about the ship evaluation. These are to be evaluated ; (by persons knowledgeable in towing equipment and operations). The ability of the ship to be towed. /. Tools and equipment for Emergency Towing / Radio Equipment. I think the most important and essential factor among all other is the evaluation of the ship ability to be towed from bow and stern. The evaluation of ship ability to be towed is the starting point to prepare Emergency Towing Procedure, If it is not done properly, all others are useless. In case of new ship, it is a lot easier because this can be considered at design stage. But, when it comes to existing ships, it will become a tough job. However, IF the existing vessels are the ship constructed on or after 1 January 2007,which are subject to SOLAS ChII-1/3-8 Towing and Mooring Equipment and its associated guideline, MSC Circ.1175, that prescribes the Safety Working Load of mooring and towing fittings are marked on each fittings and proper drawings and data should have been maintained according to the regulation. For the ship built before 1 January 2007,however, SWL of fitting and it’s integration to hull structure shall be evaluated by an engineering analysis. EMERGENCY TOWING PROCEDURE

Ship-specific data ship’s name , call sign, IMO number, anchor details, …. Comprehensive diagrams and sketches assembly and rigging diagrams; towing equipment and strong point locations; and equipment and strong point capacities and safe working loads (SWLs). A copy should be kept by the owners/operators in order to pass on to the towage company in the emergency. Common electronic file format The Emergency Towing Booklet (ETB) should be ship specific and be made in a clear, concise and ready-to use format such as booklet, plan, poster In Emergency Towing Booklet, Ship specific-data, Diagram and sketches should be included. A copy of ETB should be kept in a common electronic file format by the owner or operator in order to pass this information to the towage company as early as possible in the emergency situation. 참고자료 Ship-specific data should include : ship’s name / call sign / IMO number / anchor details (shackle, connection details, weight, type, etc.) / cable and chain details (lengths, connection details, proof load, etc.) / height of mooring deck(s) above base / draft range / displacement range Comprehensive diagram and drawing showing all this detail shall be included. (Assembly and rigging, towing equipment and strong point…) A minimum of three copies should be kept on board and located in: the bridge; a forecastle space; and the ship’s office or cargo control room. A quick-reference decision matrix Organization of deck crew and task Diagrams for assembling and rigging bridles, tow lines, etc., for possible emergency towing arrangements Power shortages and dead ship situations. A communication plan Evaluation of existing equipment, tools and arrangements Ship-specific procedures should be identified during the ship’s evaluation and entered accordingly in the Emergency towing booklet. The procedures should include,. A quick-reference decision matrix that summarizes options under various emergency scenarios, such as weather conditions (mild, severe), availability of shipboard power (propulsion, on-deck power), imminent danger of grounding, etc.; Organization of deck crew / Organization of tasks Diagrams for assembling and rigging bridles, tow lines, showing possible emergency towing arrangements for both fore and aft. Power shortages and dead ship situations, which must be taken into account, especially for the heaving across of heavy towing lines; A communications plan for contacting the towing ship . This plan should list all information that the ship’s master needs to communicate to the towing ship Evaluation of existing equipment, tools and arrangements on board the ship (for possible use in rigging a towing bridle and securing a towline;) 참고자료 Ship-specific procedures should be identified during the ship’s evaluation and entered accordingly in the ETB. The procedures should include, these itmes. Diagrams for assembling and rigging bridles, tow lines, etc., showing possible emergency towing arrangements for both fore and aft. Rigged lines should be lead such that they avoid sharp corners, edges and other points of stress concentration; A communications plan for contacting the salvage/towing ship . This plan should list all information that the ship’s master needs to communicate to the salvage/towing ship such as damage or seaworthiness / status of ship steering / propulsion / on deck power systems / on-board towing equipment / existing emergency rapid disconnection system / forward and aft towing point locations / equipment, connection points, strong points and safe working loads (SWL) / towing equipment dimensions and capacities / ship particulars; EMERGENCY TOWING PROCEDURE

10 Main Areas of Consideration
Possible Methods of line handling Passing and receiving messenger lines, towlines, bridles. Difficulty in the ship type with high freeboard such as container ships Possible Methods of tow line connection Layout, structural adequacy evaluation SWL for connection points (fairleads chocks, winches, bitts, bollards) A Sample of Emergency Towing Procedure . Now, I would like to discuss with you about what should be considered to prepare the Emergency towing procedure properly. As I recommended earlier, even though we have 1 to 3 year before implementation date, common understanding on the methods of various elements to prepare the emergency towing procedure could possibly be achieved through discussion like today. I think there are three main areas we may give our consideration. First, possible method of line handling. I mean how to provide first connection between ship in distress and towing vessel, this would be the first task to start towing in emergency situation. Passing and receiving messenger lines, towlines, bridles are very tough work even with an approved Emergency Towing System especially in adverse weather and high freeboard ship such as container. Second, possible method of tow line connection, even though first connection between ship in distress and rescue boat are succeeded, Towing is not possible without adequately strengthened strong point to which the inner end of tow line can be fastened. We have to find proper connection point through ship evaluation. However, this will require some engineering work. Third, Taking into account the ETP will be various depending on the ship type and emergency situation. It will be a great help if anyone suggest a sample format in ETP. I understand JSA has prepared this sample and present to you after my presentation. I sincerely hope that this areas of consideration I suggested will be taken into account in the preparation of the Emergency towing procedure together with the sample procedure suggested.
