1 The Netherlands Climate Change Studies Assistance Programme (NCCSAP) -Phase Two-

2 NCCSAP, Phase 2 Implementation period: 2003-2007 Budget: US$ 6.5 million Implementing agency: Netherlands Ministry of Foreign Affairs Executing agency: ETC (Since 1974, non-profit foundation based in the Netherlands, offices in East Africa (Kenya) and Asia (India and Sri Lanka). Working on agriculture, health and energy.

3 NCCSAP, Phase 2 – Countries involved Bolivia, Colombia, Ecuador, Ghana, Yemen, Suriname, Mali, Mongolia and Senegal An additional five countries will join the programme during 2003-4

4 NCCSAP, Phase 2 - Aims Assist developing countries to prepare, formulate, implement and evaluate climate change policy Raise awareness of the problem of climate change Increase the involvement of policy makers, scientists and ‘broad layers’ of the population in the climate change debate Impact on the UNFCCC negotiating process through the raising of ‘burning issues’

5 NCCSAP, Phase 2 – What type of activities qualify for support? Policy relevant and scientifically sound studies in the area of climate change Vulnerability and adaptation analyses National Communications

6 NCCSAP, Phase 2 – What thematic area will be covered? Poverty alleviation (poverty-climate linkage) is central Particular emphasis on the consequences for the livelihood systems of poor communities ‘Sustainable livelihoods’ is key concept

7 NCCSAP, Phase 2 – Which studies will get priority? Priority will be given to studies such as: Integrated water management in river/drainage/catchment basins Integrated coastal zone management Soil protection in areas where the ‘natural resource base’ is under pressure Health Disaster preparedness Due to the relevance of these for poverty alleviation

8 NCCSAP, Phase 2 – How should activities be implemented? Policy relevant (recommendations linked to policy makers short-term time frame) Multi-stakeholder process Attempt to involve influential ministries (planning/finance) Involve ‘broad layers of society’, including NGOs, in preparing studies

9 NCCSAP, Phase 2 – The international dimension (1) Exchange of experience between countries will be facilitated and promoted Promote synergy between UNFCCC and other international environmental conventions to be promoted

10 NCCSAP, Phase 2 – The international dimension (2) Initiatives in service of the whole group of developing countries will be supported in order to support the raising of ‘burning issues’ within the UNFCCC Attempt to coordination between NCCSAP and similar international initiatives (GEF, UNEP, WB, UNDP, USCP, GTZ, IPCC, UNFCCC secretariat, NCSP, NCSU, other bilateral donors, etc.)
