2 District Level Leadership Research McRel Internationally recognized private, non-profit organization in Denver, Colorado dedicated to improving education for all students through applied research, product development, and service (Robert Marzano) From a meta-analysis that began with over 4500 studies that was narrowed down to 27, there were 3 major findings about district leadership

3 Major Findings There is a relationship between district-level leadership and student achievement; district- level leadership matters There are six district leadership responsibilities with a statistically and positive significant effect on student achievement Leaders perceived as strong do not always have a positive impact on achievement

4 Six District Leadership Responsibilities Collaborative goal setting process Non-negotiable goals for achievement and instruction Board alignment with and support of district goals Use of resources to support the goals for achievement and instruction Monitoring goals for achievement and instruction Define autonomy: Superintendent relationship with schools

Develop new employee compensation system New format for teacher compensation established Work still to be completed TBD component will be based upon state funding and Governing Board decision Plan for educational credits is in development and will be completed by December of 2008 Review of 301 performance pay plan will occur in fall of 2008 Work with other 2 employee groups beginning (Support Staff, Administrators)

16 3. Improve teacher evaluation system Improvements TEGS – July 2008 PGP – Winter 2008 (anticipated) Training for teachers and evaluators will be conducted in the summer and fall of 2008 Baseline data about teachers meeting the standards will be established August 2009

17 4. Reduce teacher absenteeism Reduce variability between schools from 3.0% to 1.5% Decrease average absenteeism rate from 4.9 % to 3.0% (95.1% present to 97% present) Long term solutions team will continue to develop effective strategies

18 5. Address AYP issues All schools will make AYP in the fall of 2008 All schools will make AYP in the fall of 2009 All schools will be out of school improvement by the fall of 2010

19 6. Report and update on facilities plans; particularly construction projects Semi-annual reports to Governing Board Project specific reports on a timely basis

20 7. Eliminate audit findings for student attendance Demonstrated reduction in findings from the 2005-06 year to the 2006-07 year Reduce the number of findings from 2006-07 to 2007-08 Implement weekly school based audits on attendance records Implement annual internal audits on attendance records Implement online attendance procedures at all schools by May 2008
