3. Previous Mission Statement (1994) The mission of CODATA is to enhance the accessibility and promote the intelligent exploitation of data in the conduct of science and technology. CODATA seeks to become the central focus within ICSU, as well as the link between ICSU and the international scientific and technological communities, on matters concerning the organization, management, quality control, and dissemination of data from all scientific and technical disciplines. By bringing data experts together with scientists from the various disciplines, it will encourage and facilitate the application of modern information technology to all aspects of data management.

4. Proposed New Mission Statement The mission of CODATA is to strengthen international science for the benefit of society through improved scientific and technical data. CODATA is committed to the principle of universal and equitable access to scientific data and information across the digital divide and works to facilitate a coordinated global approach to scientific data and information consistent with this principle.

5. Strategic Issues: Norris et al. 1. Full and equitable access to scientific data; 2. Monitoring and development of intellectual property rights to scientific data; 3. Long-term preservation of, and access to, scientific data; 4. Interoperability and data storage/exchange standards; 5. Data quality, validation and authentication; and 6. Capacity building, especially in the developing world.

7. Proposed Cross-Cutting Initiatives 1. Global Information Commons for Science Initiative (GICSI) – Already launched by CODATA at WSIS in November 2005 – Strong set of partners already in place – Fund raising, program development under way – Addresses all 10 issues, with major emphasis on first 3 – Primary focus will be on scientific data, in coordination with other open access information initiatives – Meeting this Friday with EC on a “European Information Commons for Science”

8. Proposed Cross-Cutting Initiatives 2. Scientific Data across the Digital Divide Program (SD 3 ) – A way to focus on capacity building (issue 6) plus issues 1, 3, 7-10 – Links closely with ICSU strategic initiatives/interests related to GEOSS, IPY, eGY, hazards, the MA, renewable energy, health – Builds on existing and proposed TGs (Archiving, Biodiversity, Disasters); CODATA-ICSTI Portal prototype – Link with WSIS e-science initiative and follow-up led by UNESCO – Potential funding through GEOSS, GRIP, other initiatives
