2 Statement of Work 2 GLENN RESEARCH CENTER PROJECT MANAGEMENT SUPPORT SERVICES (PMSS) The Contractor shall provide expert program/project management support on an as-needed basis to NASA Glenn Research Center (GRC) at Lewis Field and Plum Book Station in activities associated with aeronautics, space flight systems and reimbursable program/project customers including: research, technology, development, manufacturing, integration, test, operations and new business development. The following functions shall be performed under this contract: 1.0 Program/Project Integration Provide expert support to Project Managers by assisting in the formulation and management integration of any and all aspects of the project including but not limited to the identification, assessment, evaluation and integration of project planning, tracking and control data (i.e. management, budget, cost, schedule, risk, etc.), hardware, software, ground support equipment and personnel.

3 Statement of Work 3 2.0. Integrated Project Planning and Control (PP&C) Assist Program/Project managers in developing and maintaining required program/project controls to ensure mission success. 2.1 Develop, integrate, maintain and utilize integrated cost-schedule baselines at the project, program, and integrated portfolio levels, as required by Program Integration offices and/or individual programs and projects. Provide integrated PP&C expertise in support of NASA Procedural Requirement (NPR) 7120.5, NPR 7120.8 and related Program/Project and Scheduling handbooks. Analyze Resource Loaded Schedule (RLS) data for the purposes of: planning and executing projects in accordance with annual NASA Planning/Programming/Budget Execution (PPBE) processes assessing integrated cost and schedule estimates validating selected approaches to technical challenges and research and development solutions, and identifying critical activities, constraints, gaps and other necessary determinations. Utilize RLS data to monitor project performance indicators, such as schedule execution performance, cost growth, schedule slips and other related data based on the needs of the project. 2.2 Maintain and utilize an Earned Value Management (EVM) System as required by the NASA EVM Handbook and GRC EVM Policy. Provide analysis and determinations as needed to program/project management. 2.3 Assist in the identification and analysis of programmatic risks across an integrated portfolio of projects. Provide support for the development and maintenance of program/project risk management plans and implementation of risk management at the integrated program/project portfolio level. 2.4Assist in developing and maintaining integrated strategies for portfolio level Configuration Management/Data Management, Information Technology and other program/project control plans as needed. Develop, baseline and implement control plans for program/projects. 2.5 Provide portfolio level schedule development, assessment, tracking and control integrated across portfolios of aero and space programs and projects.

4 Statement of Work 4 3.0 Standing Review Boards & Expert Program/Project Management Support 3.1 Provide expert/experienced program/project personnel to staff standing review boards, special panels, and other ad hoc reviews as required by NPRs 7120.5, 7120.8 and 7123.1 standard project life cycles and milestone gate reviews. Board members shall provide effective reviews of program/project progression through their lifecycles and produce necessary reports and other documents as referenced in the NASA SRB Handbook. 3.2 Provide expert Program Assessment and Evaluation (PA&E) functions. 3.3 Provide ad hoc and ongoing expert technical analysis support to inform program/project managers of potential issues, risks, and opportunities. 4.0 Training 4.1 Plan and develop training curriculum and materials for, and provide instruction to program/project management personnel as requested. 4.2 Provide support for the development of a training curriculum for program/project management personnel.

5 Statement of Work 5 5.0 Other Program/Project Integration Activities (i.e. ITAR, Intellectual Property, New Business Development, etc.) 5.1 Provide expert support to other program/project management functions including International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) planning and adherence, Intellectual Property requirements compliance, New Business proposal and process development/review, assist in workshop development and coordination, and project management capability development. 5.2 New Business Technical Assessment and Strategic Planning Support 5.2.1Provide expert support to GRC New Business Development initiatives by identifying and assessing current and future space technological areas of interest consistent with NASA GRC’s core competencies over a variety of space application areas (launch vehicle, spacecraft, payload, operations). 5.2.2 Assist with and conduct studies and analysis on the technical costs/benefit to pursue space system upgrades/replacement, options, and history of related past studies/efforts. 5.2.3 Provide expert strategic planning capability and analysis regarding GRC Project Portfolio infrastructure and customer focus including analysis of current project customer base, use of current GRC technologies, state of current staffing practices, facilities and tools used by projects at GRC. 5.2.4 Assist to develop proposals for modifications to/augmentation of GRC’s current project direction, staff, analytic tools, and facilities which would improve strategic positioning of GRC. 5.2.5 Assist GRC new business prospectors determine potential government and industry partners and competitors. 5.2.6 Develop presentation materials and provide training on programmatic and government managerial lessons learned and other historical project performance information such as successes and failures as requested.
