3 1. Summary of UN/ECE/WP29 Plenary Meetings
Since the last Meeting, Two WP29 plenary meetings were held 161th Plenary Meeting (12~15, Nov., 2013) Agreement(UN Regulations) Agreement(UN GTR) - Two new UN Regulations were endorsed - 36 amendments of UN Regulations were adopted - New UN GTR on Pole Side Impact(PSI) was finally adopted Proposal of development of new UN GTR on Vehicle Indoor Air Quality(VIAQ) by Korea was submitted 162th Plenary Meeting (10~14, March, 2014) Agreement(UN Regulations) Agreement(UN GTR) - 26 amendments of UN Regulations were adopted - New UN GTR on WLTP was finally adopted

4 2. General Statements of the 161th Plenary Meeting Attendance
161h session (12 – 15 Nov. 2013) - 31 countries, including Australia; Canada; Japan; People’s Republic of China; Korea; US and European Union (EU) - Asian countries, Viet Nam, Indonesia, Malaysia attended - 10 Non-governmental organizations, including OICA and IMMA, etc., Opening Statements WP29 invited the representatives to attend the Europe–Asia Road Safety Forum to be held in New Delhi on 4-6 December 2013 during the session of the Working Party on Road Safety (WP.1) Philippines acknowledged the assistance of Japan in the preparation of the Philippines to accede to the 1958 Agreement

Recent GR’s Sessions GRB(58th Noise, 2-4 Sep. 2013) Audible vehicle alerting system (AVAS) provisions which is still in the process of development in the framework of activities of the UN GTR on Quiet Road Transport Vehicles (QRTV) - Encouraged delegates to participate in the next meetings of the informal group on Quiet Road Transport Vehicles (QRTV) GRRF (75th Brakes and Running Gear, Sep. 2013) Reported on the progress made by GRRF to completely redraft the transitional provisions of Regulations Nos. 13 and 13-H and to harmonize them with the corresponding guidelines - GRRF was still seeking a consensus proposal on new wet grip limits for tyres of category and proposed WP.29 and AC.1 to defer the vote

GRSG(105th General Safety, 8-11 Oct. 2013) Reviewed the type approval provisions for vehicles equipped with Liquefied Natural Gas (LNG) propulsion systems and agreed on a list of editorial corrections Adopted a number of amendments to 5 UN Regulations : UN R18, UN R46, UN R67, UN R107, UN R110 Chair of the IWG on Automatic Emergency Call System (AECS), reported on the progress made during its first meeting Agreed on revised Terms of Reference of the informal group on Camera-Monitor Systems including a time schedule for the tasks of CMS. GRSG sought the consent of WP.29 to re-establish the informal group GRE(70th Light and Lighting-signalling, Oct. 2013) Agreed on a collective amendment to 20 UN Regulations with regard to clarifying what variables shall determine a change of type of a device

- Agreed on the informal group on Agriculture Vehicle Light Installation introduced its terms of reference - Informed that the Special Interest Group (SIG) considering simplification of UN Regulations on lighting and light-signalling would meet during February 2014 to establish the terms of reference for the future IWG

Subgroup UN R0 - Informed that IWVTA could not be achieved in a single step. UN R0 would allow, in a first step, a partial IWVTA limited to M1 category of vehicles. This partial type approval would need completion by national or regional approvals Presented the structure of UN Regulation No. 0 and two tentative lists with UN Regulations · List A ; contained thirty-nine UN Regulations that could already be included in the partial IWVTA · List B ; contained fourteen UN Regulations that would need amendment An additional further step would include vehicle categories other than M1 Subgroup intended to complete the drafting of the partial IWVTA requirements by March 2016  The latest version of draft UN Regulation No. 0 was available at: www2.unece.org/wiki/download/attachments/ /SGR docx

Vote of draft amendments to existing regulations - 36 amendments were adopted 10 for GRE, 10 for GRSP, 8 for GRSG, 6 for GRPE, 2 for GRRF GRE: 10 R5 : Insert ceasing new type approval of sealed beam headlamps R19 : Amend minimum illuminance value of F3 fog lamps R31: Insert ceasing new type approval of sealed beam headlamps R37 : Introduce new light-sources(WT(Y)21W, WT(Y)21/7W) for Direction indicator & reversing lamps R48(04, 05, 06 Series): Modify minimum install height of Position lamps(250mm~) R99 : Simple modify footnote No. of paragraph with regard to the approval mark R123 : Modify the heat test requirements in Annex 7 for CoP

GRSP : 10 R12 : Introduce coupling systems for charging the rechargeable energy storage system R14 : Introduce exemptions for vehicles not intended to transport children R16 : Clarify the labeling for information on the risk of installing a rearward-facing child restraint R17 : Propose new provisions for folding seats R94 : Insert new paragraph with regard to the warning label on sun visor or roof R94 : Introduce coupling systems for charging the rechargeable energy storage system R95 : Introduce coupling systems for charging the rechargeable energy storage system R100(02, 03 series) : Remove unnecessary constraints to electric vehicle systems having a working voltage of 48 V R129 : Amend to test method of i-size and insert figure of load application devices in Annex 21

GRPE : 6 - R49 : Introduce modifications to the 05 series of amendments of UN R49 (Euro V) to extend the pollutant emission requirements to dual-fuel heavy duty engines - R49(06) : Introduce modifications to the 06 series of amendments of UN R49 aiming to reduce the risks of misinterpretation or unclear text R101, 103 : Align the requirements of UN Regulation No. 101 with those of EU Regulation (EC) Nos. 459/2012 and 630/2012 R115 : Align the requirements of LPG and CNG Vehicle with UN Regulation No. 101 R83 : Correct unit of the diameter of particulates in paragraph (23mm=>23nm) GRRF : 2 - R54 : Correct symbol of Regroovable tyres - R117 : Amend the snow test method for C3 tyres

Progress on the Development of New or Amendment GTRs WMTC(Worldwide Motorcycle Emission Test Cycle, GTR No.2) Introduced a proposal to develop amendments to UN GTR No. 2 aimed at inserting environmental and propulsion performance requirements and at extending the scope to three-wheeled vehicles Proposed developing new UN GTRs and Regulations on environmental and propulsion performance requirements for light vehicles Motorcycle Braking(GTR No.3) - Requested the authorization for developing amendments to UN R3, taking into consideration the state of the art technologies on Combined Braking Systems (CBS), (ii) a new K-method for the determination of the Peak Braking Coefficient (PBC) and (iii) the option of a representative vehicle for testing

WHDC(Worldwide Heavy-Duty Certification Procedure, GTR No.4) Informed that a drafting group for the work on UN GTR No. 4 had been established to develop a draft amendment to UN GTR No. 4 for submission to and consideration by AC.3 at its November 2014 session Head Restraints(GTR No.7) Informed the injury criteria for the use of the Biofidelic Rear Impact Dummy (BioRID II) were still pending due to constraints of medical research in the USA Reported that the draft UN GTR would be supplemented with an addendum to the Mutual Resolution No. 1 (M.R.1) Pedestrian Safety(GTR No.9 Phase 2) Informed that the IWG had submitted an official proposal for amendments to the UN GTR to incorporate the flexible pedestrian legform impactor (FlexPLI) to 54th session of GRSP A further proposal had been transmitted to introduce the FlexPLI into M.R.1 as an addendum The official draft amendment to the UN GTR could be considered by GRSP at its December 2014

Hydrogen and Fuel Cell Vehicle-Phase 2 (GTR No.13) Informed that the three co-sponsors (EU, Japan and the United States of America) for the development of the UN GTR would resume discussions for the development of Phase 2 A working plan would be transmitted to the December 2013 session of GRSP Draft UN GTR on Worldwide harmonized Light Vehicle Test Procedures(WLTP) Both the draft UN GTR and the Technical Report be recommended and transmitted to AC.3 for final consideration and possible adoption at its March 2014 session Introduced a proposal to amend the UN GTR on WLTP (WP ) and to extend the mandate of the IWG until the end of 2015 - Draft UN GTR would be submitted at the March 2014 session of WP29

Draft GTR on Electric Vehicles - IWG had made progress in developing the outline of the UN GTR along with a draft UN GTR proposal submitted by the United States of America, Canada and Japan - IWG had decided to establish seven task forces dedicated to specific issues to increase progress efficiency Draft GTR on QRTV Informed that the IWG had completed half of the draft UN GTR. The remaining half was expected to be completed within a few more meetings of the IWG Requested the consent of AC.3 to extend for one year the mandate of the IWG to recover delays in the publication of the USA's final rule on QRTV, which was expected to be published by the end of 2014 or beginning of 2015 - WP29 agreed to extend the mandate of the IWG to November 2015

Exchange of information on new priorities Vehicle Indoor Air Quality(VIAQ) Korea proposed development of New UN GTR on Vehicle Indoor Air Quality (VIAQ) given at the previous session of WP.29 . Requested WP29 to evaluate the possibility of establishing an IWG with the aim to develop a new UN GTR by 2017 WP29 invited all participants to collect information on this topic and requested to keep this item on the agenda of the March 2014 session for further discussion

20 162th Plenary Meeting (10~14, March, 2014)
Attendance - 37 countries, including Australia; Canada; Japan; People’s Republic of China; Korea; US and European Union (EU) - 13 Non-governmental organizations, including OICA and IMMA, etc., 1. Highlight of the recent sessions Recent GR’s Sessions GRSP(54th Passive Safety, Dec. 2013) Recommended Phase 2 of the UN GTR on pedestrian safety, aimed at including the Flex-PLI into the tests of UN GTR No.9 and of UN Regulation No.127 - Ms. Mary Versailles(USA) re-elected GRSP Chair & Mr. Jae-Wan Lee(Korea) was re-elected Vice-Chair for the sessions in 2014

21 GRPE (68th Pollution & Energy, 7-10 Jan. 2014)
Submitted a draft UN GTR on Worldwide Harmonization Light Vehicles Test procedures(WLTP) to WP29 for final adoption - Supported the proposal on Heavy Duty hybrids(HDH) to extent the mandate of the group to include amendments aligning UN GTR No.4 with Un GTR No.11 GRB (59th Noise, Jan. 2014) Agreed to convert the group of experts on UN regulation No. 51 into a new IWG on UN regulations Nos. 51 and 59. and sought the consent of WP29, including a deadline of Feb. 2015, for the mandate of the proposed informal working group. WP29 gave its consent.

22 GRRF (76th 17-21, Feb. 2014) Agreed to amend the new wet grip limits for certain tyres of category C3 and to keep unchanged the proposed values for C2 tyres - Sought the consent of WP29 to hold an extraordinary session of GRRF in June 2014 in order to efficiently incorporate the ongoing research by USA into draft UN GTR on tyres. WP29 gave its consent

26 Progress on the Development of New or Amendment GTRs
WMTC(Worldwide Motorcycle Emission Test Cycle, GTR No.2) Summarized the work progress of the IWG on Environmental and Propulsion Requirements(EPPR) for L-category vehicles Informed that the highest priority had been given to the elaboration of draft UN GTRs on evaporative emissions and on OBD. The other two draft UN GTRS on durability requirements of pollutant control devices and on propulsion unit performance requirements would be developed later. Motor cycle Braking(GTR No.3) Informed a status report on the activities of GRRF on parallel amendments to UN GTR No.3 and UN R.78, introducing provisions for new types of Combined Braking System(CBS) WHDC(Worldwide Heavy-Duty Certification Procedure, GTR No.4) Confirmed that the IWG would present a formal proposal for amendments to the UN GTR for consideration by GRPE at its June 2014 session and would adopt it at WP29 November session

27 Head Restraints(GTR No.7)
Informed the validation of Biofidelic Rear Impact Dummy II(BioRID II) was well advanced and that the IWG would submit to the May 2014 session of GRSP and will submit final document to WP29 at its June 2015 session Pedestrian Safety(GTR No.9 Phase 2) Informed that the text of the amendment to UN GTR No.9 had been recommended by GRSP to the June 2014 session of WP29 and added that more time was needed to complete the cost-benefit analysis by May 2014 - Sought the consent of Wp29 to extend the mandate of the IWG until November WP29 gave its consent Hydrogen and Fuel Cell Vehicle-Phase 2 (GTR No.13) Phase 2 would include : (i) potential harmonization of crash test specifications, (ii) potential scope revision to address additional vehicle categories, (iii) refinement of test procedures and correction of errors, (iv) material compatibility and Phase 1,(vi) electric barrier enclosure and (vii) consideration of research results reported after completion of Phase 1

28 Draft GTR on Electric Vehicles Safety(EVS)
Informed that the IWG would provide a status report at the June 2014 session of WP29 urged delegated to overcome he disagreements that still remain on developing the draft UN GTR, especially the issue of whether to draft the UN GTR in one or two phase WP29 noted that an extension of the mandate of the IG could be needed given the current schedule of development of UN GTR. Draft GTR on QRTV Informed that the IWG had addressed each element of the draft UN GTR and had identified difficulties in a number of area - Results of discussion would be consolidated in a document for consideration at the next IWG session(Washington D.C., May 2014) Draft UN GTR on Worldwide harmonized Light Vehicle Test Procedures(WLTP) Requested to extend the mandate of the IWG to the end of 2015 in order to develop phase 1(b) of UN GTR on WLTP

29 Exchange of information on new priorities
Vehicle Indoor Air Quality(VIAQ) Korea proposed development of New UN GTR on Vehicle Indoor Air Quality (VIAQ) given at the previous session of WP.29 . Requested WP29 to evaluate the possibility of establishing an IWG with the aim to develop a new UN GTR by 2017 WP29 invited all participants to collect information on this topic and requested to keep this item on the agenda of the March 2014 session for further discussion Korea made a presentation to propose to establish the IWG for developing new UN GTR on VIAQ at the March session of WP29 Korea introduced the outcomes of implementation of VIAQ

30 Special Presentation by Korea
Latest issue of defect investigation of Panoramic sunroofs in Korea Korea gave a presentation on the results of defect investigations on panoramic sunroofs The Chair of GRSG suggested that this topic be investigated further by GRSG experts to determine whether it is necessary to adjust the relevant Un R.43 and UN GTR No.6 on safety glazing
