2 Regional Framework for Action for Children 2002-2015 Architecture Early Childhood Development Child Protection and Child Rights Child Health and Well Being Education and Development of Young People Children affected by Climate Change and Disasters Results and Priority Actions Performance Benchmarks Thematic Areas Example: 1.Comprehensive, sustainable and effective early childhood development programmes in all Member States 1a. All Member Countries develop and formally adopt comprehensive ECD polices with legislative and administrative reforms required for policy implementation. 1b. All Member Countries use CARICOM guidelines in the development of ECD Policy 1c. All Member countries harmonize early childhood terminology. 1.Member States formally adopt an Early Childhood Development (ECD) policy 2.Member States have national regulatory frameworks with standards for ECD services in place 3.Members States have an integrated ECD framework in place 4.Member States have ECD programmes that include social protection mechanisms for most vulnerable children, especially for those under three years 5.Member States have ECD programmes that include early interventions for children with special needs

3 Regional Framework for Action for Children 2002-2015 Requirements Ability to monitor status against performance benchmarks of the RFAFC across all CARICOM member states – enhance mutual accountability Sharing of key policy documents, status reports and best practices – contribute to learning Extensible to other CARICOM frameworks / agreements, using performance benchmarks – expand to CARICOM cooperation Monitoring Commitments Expandability Regional sharing and standardization
