3 Overview of Organisation - Innisfail Mini Rail Club Inc
To operate such an activity the club must be affiliated with the Australian Association of Live Steamers. This requires us to abide by all regulations and the Code of Practice for the Operation of Miniature Railways, Road Vehicles and Plant. To become affiliated we must be nominated and sponsored by another such club, Townsville Model Engineers Inc has agreed to this partnership. The club was founded and incorporated in September 2006, with 26 financial members, 1100 community signatures pledging their support, and a further 18 volunteer tradespersons with varying skills committed to the project construction.

4 We are committed to the Clubs mission statement and objectives:
Allow train enthusiasts to promote their model rail interests. Encourage community involvement and tourism to Johnstone Shire Council. Expansion of a Council facility. Provide the community with a Family Fun venue. Management will provide an ongoing sustainable attraction.

5 Overview of the Project
Innisfail’s Warrina Lakes is a Johnstone Shire Council facility incorporating Lakes, BBQ areas, pool, playground, covered entertainment area, amenities and canteen area. The mini rail project is about building a small gauge railway track of 5" and 7 ¼ " gauge of approximately 1200 metres in length of double gauge track in a circular path around Warrina Lakes. The project will include a loading dock (Turntable), dual set of tracks into storage sheds and multiple loops into the main railway station.

6 Stages of construction:
The initial stage would be to form the foundation and lay decomposed granite as a base for the railway tracks The track of FMS steel welded on edge to straps and screwed to recycled plastic sleepers, volunteers will build the track in six meter sections. Club members to build a "Club Engine" with at least 10 carriages. Construction of a Station Platform and Turntable Construction/purchase/installation of signals and electronic traffic controlling equipment as per Queensland Railway Specifications Construction of trestle bridge and sidings. Further constructions will include storage for wagons, coal and maintenance equipment to eventually extend the rail to the neighbouring Warrina Home for the Aged.

7 Community Benefit We would like to provide this community with a family venue where families can take their children/grandchildren for a day of affordable entertainment. It is a community feeling that the existing facility is not used being utilised to its full potential and they are excited about having a reason to spend the day at Warrina Lakes Many of the service clubs have expressed interest in being able to use Warrina Park as a venue for their special function days, with the mini rail rides providing extra attraction. At a further stage of development a rail link will include the Warrina Home for the Aged. Purpose built carriages will be provided for the elderly. The Innisfail & District Community will benefit from a Family Fun Attraction to promote quality family time, a venue for model train enthusiasts to share their passion, link with other district tourist ventures to encourage and promote tourism to our area, retain the historic link this area has with railway transportation. There is no other service similar to our project operating in Innisfail or neighbouring shires.

8 Partnerships This project has an on-going partnership with the Johnstone Shire Council. Their contribution will be approval for mini rail track project to be constructed at Warrina Lakes, use of present facilities, supply of power, maintenance of the grounds. Local Services Clubs eg: Lions, Rotary , Red Cross and a local Schools have all expressed interest in being able to utilise Warrina Lakes with this attraction for their special community functions. Local Business’s in-kind and monetary sponsorship indicates the willingness of community enthusiasm to build a venue in Innisfail for family outings. Grant applications pending with Reef Hotel Casino, Grants for Small Rural Communities and Regional Partnerships. Collection of community signatures and letters of support from Local, State and Federal Ministers and neighbouring landholders. Community volunteers willing to give many hours required to construct the project. Networking with other Model Train Clubs

9 Acknowledging grants, donations or sponsorship
Acknowledgment of sponsorship will be an honour board, (bronze, silver and gold donations depending on the value). Donors of entire construction (eg: bridge, station, turntable), building name of their choice. Carriage donations will carry your specific advertising for a period of ten years.
