The regulation establishes the rules for determination of cases which allow the use of standard electronic signature and encrypted digital signature. The regulation obliges Federal bodies of executive power to present before October, 10 2012 in the government of the Russian Federation the draft legal acts aimed at adding amendments in normative legal acts of the Russian Federation concerning the use of types of electronic signature when applying for government and municipal services.

General provisions of regulation of government of the Russian Federation №852 from August, 25 2012 г. «On confirmation of rules of encrypted digital signature use when applying for getting government and municipal services and the introduction of amendments in the Rules of development and confirmation of administrative provisions for providing government services» The regulation establishes the rules, which regulate the procedure of use of encrypted digital signature by individuals and legal persons when applying for government and municipal services. The regulation determines, that the keys of electronic signature used for formation of encrypted digital signature are created by the applicants independently or by the certification authority on his request. Regulation of government of the Russian Federation from May, 16 2011 N 373 “On administrative regulations of providing government services» contains provisions of requirements to categories of electronic signature means and categories of means of certification authorities, which are admitted for use when applying for getting government and municipal services.
