Bill 13 Strategies to Change the Norms and Values of Society 1) Student Club Activities 2) Sexual-Lifestyle curriculum (K – Gr 12) 3) Rental Agreements

Strategy 1 - Student Club Activities The Legislation: 303.1 (1) Every board shall support pupils who want to establish and lead activities and organizations that promote a safe and inclusive learning environment, the acceptance of and respect for others and the creation of a positive school climate, including,

Strategy 1 - Student Club Activities The Legislation: including, (a) activities or organizations that promote gender equity; (b) activities or organizations that promote anti-racism; (c) activities or organizations that promote the awareness and understanding of, and respect for, people with disabilities; or (d) activities or organizations that promote the awareness and understanding of, and respect for, people of all sexual orientations and gender identities, including organizations with the name gay-straight alliance or another name.

Strategy 1 - Student Club Activities ConcernsEvidence GSA Clubs could be used to undermine the values of traditional-minded students Dan Savage.- U.S. LGBT Activist – Bible is No Longer Relevant Laura Wolfson, LGBT activist spoke GSA Sponsored Assembly for all students at Parkside High School – Same strategy - Bible is no longer relevant

Strategy 1: Student Club Activities ConcernsEvidence Government ignored second most common reason (religiously motivated) for bullying/hate crime as reported by Stats Canada, 2009. Do Clubs Help? Or do they just politicize an issue? No Real Evidence Presented If clubs lead to a better learning environment, we need clubs for faith groups.

Strategy 2: Equity Policy = Sexual-Lifestyle Information Integrated into all Subjects The Legislation States: 2. (1) Paragraph 29.1 of subsection 8 (1) of the Act is repealed and the following substituted: 29.1 require boards to develop and implement an equity and inclusive education policy, and, if required by the Minister, submit the policy to the Minister and implement changes to the policy as directed by the Minister;

Strategy 2: Equity Policy = Sexual-Lifestyle Information Integrated into all Subjects ConcernsEvidence Document requires boards to become inclusive and integrate affirming messages about alternative lifestyles

Strategy 2: Equity Policy = Sexual-Lifestyle Information Integrated into all Subjects ConcernsEvidence Requires boards to integrate affirming messages about alternative lifestyles Health and Physical Education - first curriculum revised in January 2010 Gr. 1 - sexual parts of the human body Gr. 3 - homosexuality and “gender identity” Gr. 4 - “sexual orientation” cannot be changed Gr. 6 - pleasures of masturbation and vaginal lubrication 7th - “oral and anal sex”. Curriculum Document Pulled When Faith Communities Complained

Strategy 2: Equity Policy = Sexual-Lifestyle Information Integrated into all Subjects ConcernsEvidence Document requires boards to become inclusive and integrate affirming messages about alternative lifestyles Video – Its Elementary Used by Elementary Teacher’s Federation for 12 years to instruct teachers on how to integrate positive LGBT messages into curriculum.

Strategy 2: Equity Policy = Sexual-Lifestyle Information Integrated into all Subjects ConcernsEvidence sample lessons at each level integrating positive LGBT messages throughout the K- Gr. 12 curriculum. teachers are not to inform families of sensitive curriculum freely downloadable from the internet referred to at teacher training seminars held by the teacher unions around the province

Strategy 2: Equity Policy = Sexual-Lifestyle Information Integrated into all Subjects ConcernsEvidence Community units… primary students will learn about alternative families Music Class …new songs about alternative families, attending Gay Pride Parades, etc Pride week/parades in schools Drama class assignments portraying LGBT issues Math class problems will include alternative family situations Queer Hero strategy Literature – novels to include homosexual focus

Strategy 3: Rental Agreements The legislation states: Agreements with third parties regarding use of schools (3.1) If a board enters into an agreement with another person or entity, … respecting the use of a school …, the board shall include in the agreement a requirement that the person or entity follow standards that are consistent with the provincial code of conduct.

Strategy 3: Rental Agreements ConcernEvidence -thousands of faith groups rent space from the public school boards -Many teach from their faith book (Bible, Koran, etc) -teachings are not consistent with the - Faith groups will have to ignore doctrine that is not consistent with the code of conduct All school members must: -respect differences in people -does this mean that inside our meetings it would be discriminatory to not accept/respect opinions/teaching that are not consistent with our commonly held beliefs – the reason for our association. )

Strategy 3: Rental Agreements ConcernEvidence -thousands of faith groups rent space from the public school boards -Many teach from their faith book (Bible, Koran, etc) -teachings are not consistent with the - Faith groups will have to ignore doctrine that is not consistent with the code of conduct All school members must: -respect and treat others fairly, regardless of race, ancestry, place of origin, colour, ethnic origin, religion, gender, sexual orientation -respect the rights of others

Strategy 3: Rental Agreements ConcernEvidence Faith groups will have to ignore doctrine that is not consistent with the code of conduct All school members must: - seek help from school staff to resolve conflict peacefully If there is a conflict within the faith group renting the space, do we seek outside support from the school community? The OHRC? School community members must not: - be in possession or under the influence of alcohol or illegal drugs, or give them to anyone else - communion wine?

Strategy 3: Rental Agreements ConcernEvidence - Faith groups will have to ignore doctrine that is not consistent with the code of conduct All school members must not : -engage in hate propaganda or other types of behaviour caused by hate or bias - leadership for a faith group will not be permitted to discipline a member, for not abiding by the doctrine/faith guidelines. E.g. - Removing the membership of a person for engaging in activities that are not consistent with the faith guidelines, would be deemed ‘engaging in behaviour caused by bias”.
