4 Sex Ed moves to Grade 3 THE HAMILTON SPECTATOR (Apr 15, 2010) Ontario elementary schoolchildren will learn more detailed sex education in earlier grades under a new province-wide curriculum that begins this September….. Students will learn about some potentially controversial issues: Grade 3: sexual orientation and gender identity Grade 4: puberty and its physical and social changes. Grade 6: personal pleasure in masturbation, vaginal lubrication and wet dreams. Grade 7: sex acts such as oral sex and anal intercourse.

8 BILL 13 - What is the Intent? Peter Tabuns, NDP MPP Toronto-Danforth [The NDP] see bullying not just as a problem of individuals, but a cultural problem. A culture that in itself has problems and a culture that has to be changed.

12 Bill 13 Strategies to Change the Norms and Values of Society 1) Student Club Activities - mandating GSA Clubs 2) Mandated Sexual-Lifestyle curriculum beginning in kindergarten 3) Rental Agreements - Imposing provincial Code of Conduct on religious organizations and churches renting publicly-funded school property (developed by OHRC)

13 Strategy 1 - Student Club Activities The Legislation: (1) Every board shall support pupils who want to establish and lead activities and organizations that promote a safe and inclusive learning environment, the acceptance of and respect for others and the creation of a positive school climate, including, (a) activities or organizations that promote gender equity; (b) activities or organizations that promote anti-racism; (c) activities or organizations that promote the awareness and understanding of, and respect for, people with disabilities; or (d) activities or organizations that promote the awareness and understanding of, and respect for, people of all sexual orientations and gender identities, including organizations with the name gay-straight alliance or another name.

16 Strategy 1: Student Club Activities ConcernsEvidence Government ignored second most common reason (religiously motivated) for bullying/hate crime as reported by Stats Canada, Do Clubs Help? Or do they just politicize an issue? No Real Evidence Presented If clubs lead to a better learning environment, we need clubs for faith groups.

17 Strategy 2: Equity Policy = Sexual-Lifestyle Information Integrated into all Subjects The Legislation States: 2. (1) Paragraph 29.1 of subsection 8 (1) of the Act is repealed and the following substituted: 29.1 require boards to develop and implement an equity and inclusive education policy, and, if required by the Minister, submit the policy to the Minister and implement changes to the policy as directed by the Minister;

23 Strategy 3: Rental Agreements The legislation states: Agreements with third parties regarding use of schools (3.1) If a board enters into an agreement with another person or entity, … respecting the use of a school …, the board shall include in the agreement a requirement that the person or entity follow standards that are consistent with the provincial code of conduct.

24 Strategy 3: Rental Agreements ConcernEvidence -thousands of faith groups rent space from the public school boards -Many teach from their faith book (Bible, Koran, etc) -teachings are not consistent with the - Faith groups will have to ignore doctrine that is not consistent with the code of conduct All school members must: -respect differences in people -does this mean that inside our meetings it would be discriminatory to not accept/respect opinions/teaching that are not consistent with our commonly held beliefs – the reason for our association. )

25 Strategy 3: Rental Agreements ConcernEvidence -thousands of faith groups rent space from the public school boards -Many teach from their faith book (Bible, Koran, etc) -teachings are not consistent with the - Faith groups will have to ignore doctrine that is not consistent with the code of conduct All school members must: -respect and treat others fairly, regardless of race, ancestry, place of origin, colour, ethnic origin, religion, gender, sexual orientation -respect the rights of others

26 Strategy 3: Rental Agreements ConcernEvidence - Faith groups will have to ignore doctrine that is not consistent with the code of conduct All school members must: - seek help from school staff to resolve conflict peacefully If there is a conflict within the faith group renting the space, do we seek outside support from the school community? The OHRC? School community members must not: - be in possession or under the influence of alcohol or illegal drugs, or give them to anyone else - communion wine?

27 Strategy 3: Rental Agreements ConcernEvidence - Faith groups will have to ignore doctrine that is not consistent with the code of conduct All school members must not : -engage in hate propaganda or other types of behaviour caused by hate or bias - leadership for a faith group will not be permitted to discipline a member, for not abiding by the doctrine/faith guidelines. E.g. - Removing the membership of a person for engaging in activities that are not consistent with the faith guidelines, would be deemed engaging in behaviour caused by bias.

28 What Can We Do? – Student Clubs Encourage our students to establish Faith Clubs – MSAs - Muslim Student Associations CSAs – Christian Student Associations Etc.
