3. 3 Attainment of a Degree or Certificate Purpose DWD is providing this technical assistance webinar for WDBs that failed the Attainment of a Degree or Certificate performance measure. This webinar will provide information that will help WDBs improve performance on this measure for Program Year 2010.

4. 4 Attainment of a Degree or Certificate Introduction An individual who has been determined eligible for the WIA Title I Youth Program and has received a WIA funded program element/service is a participant and will be counted in the WIA Title I Youth Common Measures. Common Measures are an integral part of DOL/ETA’s accountability system and one of the tools used to evaluate success.

5. 5 Attainment of a Degree or Certificate What is this measure? Of those enrolled in education (at the date of first service or at any point during the program): The number of youth participants who attain a diploma, GED, HSED or certificate* by the end of the third quarter after exit divided by the number of youth participants who exit during the quarter. *Diplomas, GEDs, or certificates can be obtained while a person is still receiving services or at any point by the end of the third quarter after exit.

6. 6 Attainment of a Degree or Certificate Enrolled in Education refers to:  Secondary school;  Post-secondary school;  Alternative school;  Adult apprenticeship;  Youth apprenticeship;  Adult education programs; or  Any other program that leads to a GED, HSED, diploma or certificate. Participants could come into the WIA Youth Program already working towards a GED.

7. 7 Attainment of a Degree or Certificate Definition of Credential/Certificate  A credential/certificate is awarded in recognition of an individual’s attainment of measurable technical or occupational skills necessary to gain employment or advance within an occupation. These technical or occupational skills are based on standards developed or endorsed by employers. Examples of recognized certificates and degrees: Certified Nursing Assistant, Advanced Certificate in Miscrosoft Office, Banking Services Certificate, Accounting Certificate, CNC Specialist Certificate, Accounting Assistant, or Civil Engineering Technology.

8. 8 Credential/Certificates awarded by local workforce investment boards are not included in this definition. Work readiness credentials/certificates are also not included in this definition.

9. 9 Attainment of a Degree or Certificate Credential/Certificate definition continued… A credential/certificate is awarded in recognition of an individual’s attainment of technical or occupational skills by:  State educational agency (DPI) or a state agency (WTCSB) responsible for administering vocational and technical education within a state;  Institution of higher education (UW Madison, UW Parkside) that is qualified to participate in the student financial assistance programs authorized by Title IV of that Act. This includes community colleges, proprietary schools and other institutions of higher education who participate in federal student financial aid programs;

10. 10 Attainment of a Degree or Certificate Credential/Certificate definition continued…  A professional, industry, or employer organization (e.g., National Institute for Automotive Service Excellence certification, National Institute for Metalworking Skills, Inc., Machining Level I credential) or a product manufacturer or developer (e.g., Microsoft Certified Database Administrator, Certified Novell Engineer, Sun Certified Java Programmer) using a valid and reliable assessment of an individual’s knowledge, skills and abilities.

11. 11 Attainment of a Degree or Certificate Credential/Certificate definition continued…  Registered apprenticeship program;  Public regulatory agency, upon an individual’s fulfillment of educational, work experience, or skill requirements that are legally necessary for an individual to use an occupational or professional title or to practice an occupation or profession (e.g., FAA aviation mechanic certification, state certified asbestos inspector);  Job Corps centers that issue certificates;

12. 12 Attainment of a Degree or Certificate Credential/Certificate definition continued…  Program that has been approved by the Department of Veterans Affairs to offer education benefits to veterans and other eligible persons; and  Institution of higher education which is formally controlled, or has been formally sanctioned, or chartered, by the governing body of an Indian tribe or tribes.

13. 13 Attainment of a Degree or Certificate Who is included in this measure?  Youth who are enrolled in education, either on the date of first service or at any point during program participation; and  Youth who remain in secondary school at exit.

14. 14 Attainment of a Degree or Certificate Who is excluded from this measure?  Youth who are not enrolled in education, either on the date of first service or at any point during program participation;  Youth who have a documented exclusion at exit; and  Youth who have a documented exclusion in the first, second or third quarters after exit.

15. 15 Attainment of a Degree or Certificate When is this measured? This is an EXIT measure. It is measured in the third quarter after exit. For example, if a participant exits at any time from July 1, 2009 – September 30, 2009, the third quarter after exit is April 1, 2010 – June 30, 2010.

16. 16 Attainment of a Degree or Certificate Positive Performance Outcome:  Youth participants in education who receive a diploma or credential/certificate by the end of the third quarter after exit.

17. 17 Attainment of a Degree or Certificate Key factors contributing to positive outcome:  Educational program completion;  Ensure that the diploma or certificate meets the required standards;  Ensure that participants have all necessary supports to help them attain a degree or certificate;  Provide effective follow-up services and tracking;  Be sure to record degrees and certificates in ASSET;  Communicate with participant by texting;  Communicate with participant on their face book page

18. 18 Attainment of a Degree or Certificate The following two pages show you how the measure is calculated and also an example using numbers plugged into the numerator and denominator.

20. 20 Attainment of a Degree or Certificate Calculation Example: 156 exiters attained a diploma or certificate _______________________________________________ 220 exiters in education Performance = 71%

21. 21 Attainment of a Degree or Certificate Critical ASSET Fields: 1.Manage Programs. a.Youth Program Tab. b.Report “Enrolled in Education”. c.Report Education Status. Note: Must be reported as “Yes” for participant to be counted in performance. If the youth enrolls in education after program participation begins, please remember to go back to the Youth Program Tab and change this field from “No” to “Yes”.

22. 22 Attainment of a Degree or Certificate 2. Manage Program Exits. a.Report exit date. b.Report exclusion reason if applicable. 3. Manage Services. a.Report youth service. Note: The youth must have at least one service other than Design Framework Assessment and/or Design Framework Individual Service Strategy to establish the participation date. The program element’s fund source must be identified as “WIA Title 1B Youth.”

23. 23 Attainment of Degree or Certificate 4.Manage Follow-Up, Follow-up Credential/Certificate. a. Report the credential or certificate attained. 5.Manage Follow-Up, Follow-Up Status. a. Select Enter Employment Overview Tab. b. Complete this screen if information is available or if an exclusion occurs in the first, second or third quarters after exit.
