Fee: 1. $20.00 2. $5.00 for a duplicate E. Identification: 1. County issued birth certificate NOT accepted. 2. social Security card 3. Student I.D 4. Permit application signed by parent, guardian and instructor F. Issued: 1. 30 days prior to enrollment in a drivers education class 2. Valid for 2 years

9 Chapter 1 II. With whom may you drive with your permit? A. Instructors, parents, guardians, or person over 21 approved by your parents. The adult must have one year driving experience and sit beside you. III. Cooperative Driver Testing Program A. Grades: Earned a combined A or B in the classroom and BTW. B. Road Test: Given by your instructor (here DMV) C. Cooperative driver testing certificate; 1. Received upon successful completion. 2. Must be signed by instructor & parent. D. Spot Checks: Students whose birthday fall on certain dates will be required to pass a road test at a state facility.

11 Chapter 1 IV. The driver license at age 16 A. Pass both classroom and driving phase of driver education. 1. School will electronically notify the Illinois State Board of Education who will notify the Secretary of States office of your completion. B. Have permit for 9 months C. 50 hours of supervised practice with your parents or adult over the age of 21. D. Pass a driving test with the instructor AND the driving facility. E. Bring your THREE acceptable forms of ID. F. Fee = NONE G. License expires- 3 months after your 21 st birthday. 1. New Cost of drivers license 21-68 = $30.00 H. Color Coded License 1. 12 Chapter 1 V. Change of Name or Address A. You must visit the drivers services facility within 30 days after a name change. You must contact the Secretary of States office of an address change with 10 days. 13 Chapter 1 VI. I.D Fraud A. Class A misdemeanor 1. For using a fake or altered license 2. Using someone else’s license 3. Letting someone use your license B. Fine 1. Fines up to $2500 1 year of jail time License suspension for 1 year VII. License classifications A. Class D: The basic license to operate a car (any vehicle under 16,000LBS) B. CDL: Commercial Drivers License for class A, B, C vehicles. Includes trucks, & buses. You must have license for 3 years, written and driving test needed. C. Motorcycles: Class L < 150cc Class M: Any motorcycle. Must be 18 or take approved class. *NOTE: you may not drive a vehicle even if it is rented or borrowed, unless you have the proper license classification. VIII. Organ Donor Registry: A. 14 Chapter 2 Rules of the Road- The Drivers License Exam I. Three exams needed for the drivers license: A. Written B. Vision Screening C. Road Test

15 EXAMS Vision Screening Written Exam Minimum 20/40 140 degree peripheral If you wear glasses or contacts, a restriction will be held on your license and you must ALWAYS wear them while operating a motor vehicle. Miss less than 8 & 0 on signs. Identify signs by shape, color, or symbol. Identify signals and pavement markings. Multiple choice & T/F- traffic law, safety rules, crash prevention, and vehicle equip.

17 Chapter 3- Graduated Drivers Licensing Program I. Initial licensing phase for drivers age 16-17 A. Restrictions 1. You must have 50 hours (10 at night) of practice driving with someone over the age of 21. 2. For the first 12 months following the issuance of the license the number of passengers is limited to 1 person under the age of 20 unless the additional passenger is a sibling or a child of the driver. 3. ALL occupants under the age of 19 must wear a safety belt. 4. After the first 12 months, the number of passengers is limited to 1 in the front seat and to the number of seat belts in the back seat. 5. 10:00 P.m curfew Sunday-Thursday and 11:00 Friday and Saturday. 6. Legal blood alcohol content is.00 7. Use of cell phones under the age of 19 is prohibited while driving unless it is an emergency. TEXTING WHILE DRIVING IS ALSO PROHIBITED. 8. A traffic conviction during the initial licensing phase ( 16 and 17 years) may extend any restrictions beyond the age of 18. 9. Any student who drops out of high school before the age of 18 or is truant can have his/her license taken away by the school district in which he/she attends. *NOTE: Anyone caught driving without a valid permit will be ineligible to obtain a drivers license until they are 18.

18 Chapter 3- Graduated Drivers Licensing Program I. Initial licensing phase for drivers age 16-17 B. Restrictions: 1. To obtain court supervision, a driver must appear in court with a parent/legal guardian and must also attend a traffic safety school. Limit one court supervision for serious driving offense. 2. The conviction of any moving violation before 18 results in a warning letter sent to the parents of the teen. 3. A moving violation conviction that occurs within the first year of licensing will result in a six month extension of the passengers limitation, which allows only one unrelated passenger under the age of 20. 4. Conviction of 2 moving violations in a 24 hour period results in a minimum of 1 month suspension. 5. A suspended driver is required to a remedial driver education course, pay a $70 reinstatement fee and be retested.

19 Chapter 3- Graduated Drivers Licensing Program II. Parental Consent: A. Drivers age 16 and 17 must have parental/legal consents to obtain a drivers license. B. Parent/legal guardians may withdraw your license for any reason until you turn 18. Parents/legal guardians may access your driving record at anytime. If you are under 17 and you drive after nighttime driving restriction hours, you must have a parent, legal guardian, or someone 18 years of age or older with you. Your parents/legal guardian MUST approve of the person. If these conditions are not met your license WILL NOT be valid during these hours.

22 Chapter 4- Traffic Laws I. Passenger Safety Laws: A. Safety Belt Law: Seat belts must be worn by ALL drivers and ALL FRONT AND BACK SEAT PASSENGERS EIGHT YEARS OF AGE AND OLDERS. 1. responsibility of the driver to see that all front seas passengers 8-16 obey the law. 2. Drivers under age 18 are required to limit passengers to 1 in the front seat and the number of seat belts in the back seat. They must all wear their seat belts. B. Proper adjustment of seat belt: 1. Lap Belt: should be worn across the hips, not across the stomach. 2. Shoulder Strap: Across the chest not under the arm or behind the back.

23 Chapter 4- Traffic Laws I. Passenger Safety Laws (cont.): C. Child Passenger protection act: Requires the use of a safety restraint system for ages 16 & under. 1. Children under the age 8 must be properly secured in an approved restraint system, a booster seat, or if over 40 pounds a seat belt ( only allowed in the back seat for all if properly equipped) 2. Any person transporting a child under 16 is responsible for a child’s safety. 3. Avoid putting a car seat in the front seat if your vehicle has a passenger air bag.

25 Chapter 4- Traffic Laws III. Right-of-Way Laws- Tells all drivers who goes first in different situations. A. A driver must yield: 1. when there is a sign telling you to: A. stop B. yield C. merge 2. At a four-way stop intersection: A. First car to stop is the first to go B. If two drivers drive at the same time, yield to the driver on the right.

Unmarked intersections A. driver on left must yield to driver on the right. 4. To oncoming traffic when making a left-hand turn A. if you enter and intersection when the light is green, you may finish your turn even though the light turns red. 5. When pulling out of an alley, building private road, or driveway A. you must stop before the crosswalk. 6. After the light turns green A. Yield to other vehicles still in the intersection.

Yield to cross traffic when on terminating road 8. To police and emergency vehicles A. when using sirens of flashing lights-pull to the right edge of the road- stop is possible. A. when using sirens or flashing lights-pull to the rights edge of the roadway. 9. to any authorized vehicle engaged in construction or maintenance work of a highway. A. when using yellow oscillating lights. 10. when a funeral procession enters an intersection with its lights on A. Lead vehicle must obey all signs and signals.

28 Chapter 4- Traffic Laws IV. Pedestrians A. Drivers must yield to people: 1. At a stop sign or a red light 2. in a marked or unmarked crosswalk 3. when making a turn at any intersection 4. who enters the intersection before the traffic light changed. 5. when entering or leaving a street from any alley, building, private road, or driveway. 6. Working on a highway construction/maintenance. 7. With physical disabilities (deaf/blind) 8. Operating motorized wheelchairs.

29 Chapter 4- Traffic Laws V. Passing- you should not cut back into the right lane until you can seethe headlights of the vehicle you passed in your rearview mirror. A. NO passing zones: 1. In an area marked with a solid yellow line or a no passing zone sign. 2. On a hill 3. around a curve 4. Within 100’ of an intersection, bridge, RR Xing, tunnel or viaduct 5. In any school zone 6. When a school bus has stopped for students

You many pass on the right BUT NOT ON THE SHOULDER: 1. when the car ahead is turning left & you have room 2. on a multi-lane street 3. At an intersection widened for this purpose

32 Chapter 4- Traffic Laws VII. Special Stops A. Alleys and Driveways: You must come to a complete stop before the marked or unmarked crosswalk. 1. Stop before reaching the sidewalk and yield to pedestrians & vehicles before proceeding. B. Railroad crossing: If the signal is flashing you must stop within 50’ to 15’ of the nearest rail. Fine $500.00, 50 hrs community service 1. Proceed only after the gate is all the way up, the lights are no longer on, and you have visually checked all the tracks for any additional trains. C. School Bus Stop: You must stop when a school bus is stopped on a two-lane highway and its red warning lights are flashing and its stop arm is extended. 1. Must stop before before meeting /overtaking a school bus. 2. on a four-lane roadway where bus it= opp. Direction does not need to stop but use caution. 3. Fine: First offense: 90 day suspension plus $150 fine Second offense within 5 years- 1 year suspension plus $500 fine

33 Chapter 4- Traffic Laws VII. Parking A. Hill Parking 1. Uphill with curb: Wheels away from the curb 2. Downhill with curb: Wheels toward the curb 3. Uphill/Downhill without a curb: Turn the front wheels toward the side of the road. Parallel Parking: On streets with two-way traffic, park so that the side wheels are parallel to and within 12” to the curb. 1. Vehicles must be parked in the direction in which traffic is moving.

34 Chapter 4- Traffic Laws VII. Parking C. Accessible Parking: Vehicles that display license plates or tags for people with disabilities may park in spaces reserved by a handicap sign. The person with the disability must be presetn. D. Parking is illegal: 1. on the roadway side of a parked vehicle double parking. 2. in a crosswalk or sidewalk. 3. in front of a driveway. 4. within 30’ of a stop sign 5. Within 15’ of a fire hydrant 6. on a bridge, overpass, or railroad track.

35 Chapter 4- Traffic Laws IX. Additional Laws A. Do NOT: 1. open doors on the side of the vehicle which traffic is moving unless it can be done safely. 2. wear a headset while driving, single sided earpiece is ok 3. operate a sound system that can be heard 75’ or more from a vehicle. 4. place a television set that can be seen from the drivers seat 5. ride in a house trailer 6. drive onto a R.R Xing, enter an intersection or drive within a marked crosswalk unless there is enough space to allow passage of other vehicles, pedestrians or trains.

36 Chapter 4- Traffic Laws X. Cell Phones A. Texting is illegal while operating a motor vehicle. B. Using a cell phone is illegal in the following places: 1. in a construction zone 2. In a school zone 3. In the city of Chicago 4. within 500 ft. of an emergency scene
