2 ETGDOCENDO DISCIMUS Treasure Coast Update Piracy/Smuggling/Corruption Piracy in the Treasure Coast littorals continues unabated around Amberland and smuggling activity has increased since July 2014 without contest from military or government forces. Piracy and smuggling in the Amber Straight (including the outer rings of the Peridot Islands) has increased since July 2014. Pirate activity is targeting fishing vessels in order to obtain valuable Blue Fin Tuna catches, which is expected to have significant economic impacts regionally. Increases in piracy and narcotics transshipment activity is reported in the Gulf of Topaz, Opal Islands, and the East Garnet Straight. Countries bordering Garnet have accused Garnet of not doing a sufficient job of policing these areas and perhaps even providing support to illegal activity from corrupt military members. Suspicions of corruption are supported by limited reports of piracy in North Garnet’s littorals. Recent trends in reporting indicate in the summer and fall of 2014, fishing vessels and smaller cargo ships remain the primary targets of piracy.

3 ETGDOCENDO DISCIMUS Treasure Coast Update Amberland Security Situation The Proper Home for Ambertines Revolutionary Militia (PHARM) has taken credit for sponsoring increasing anti-government protests during the past month in Jacksonville, Kinston and Richlands. These protests outside the capital of Jacksonville and in rural areas are focused on government inabilities to stem increasing food shortages, medical supplies, and the rising cost of living. Protests have remained peaceful with larger demonstrations numbering around 80 to 100. Since late August an increase in the spread of anti-US/western propaganda has been noted on social media sites related to protest organization. Despite the increases in protest activity, piracy, and rhetoric, there have been no direct threats towards any AMCITS or EUROCITS. The Amberland Police Force has been assessed as being able to maintain a degree of order in more populated areas of Amberland, but are reaching their limits in providing effective security. Morale is apparently suffering, and many officers in remote areas have refused to work any longer citing months without receiving pay and unconfirmed threats to their families.

4 ETGDOCENDO DISCIMUS Treasure Coast Update Displaced Persons In MAY 2014, several NGO sponsored IDP camps were established in Amberland. A steady flow of displaced persons continues and camps are near or have exceeded capacity. A new facility located in Green Acres will not open until late November 2014. Atlantic field camp managers have reported issues receiving potable water. Medical supplies on hand at camps are limited to basics such as aspirin, motrin, and cough medicines. Antibiotics are difficult to obtain as reports increase of shipment hijackings and thefts by organized crime groups. Amber Government requests Coalition support through the US Ambassador to put down uprising in Northern Amber. (U//FOUO/REL) Garnet denounces Coalition presence in the Treasure Coast region and conducts a naval exercise off the coast of Amber/Amberland as a show of force. 6 ETGDOCENDO DISCIMUS Scenario Roll Up Recent Events in Region September 2014 (U//FOUO/REL) U.N. and regional food and water shipments to the IDP camps have been interrupted due to the deteriorating security situation. Corrupt elements within the Amberland National Police have facilitated hijacking and black-marketing of aid shipments. (U//FOUO/REL) On 21 Sep, Amber security officials interdicted a suspicious fishing vessel in the intra- coastal waterway attempting to cross the border into Amberland. Security officials searched the vessel and located an illegal arms shipment consisting of 12 AK-47s, a Garnetian sniper scope, grenades and various incendiary devices. (U//FOUO/REL) PHARM members have been observed conducting surveillance of coalition vessels escorting merchant vessels into and out of Amberland ports. The coalition vessels are tracked and photographed by men posing as fisherman. (U//FOUO/REL) IDP camps are overwhelmed with insurgent infiltration, lack of medical supplies including immunizations, poor sanitation and dysentery. (U//FOUO/REL) In early Sep, PHARM started a propaganda campaign that the U.S. has led an international invasion and is running the Amberland government. Privately, the majority of the local population supports the coalition forces. However, most are not willing to publicly support the coalition.
