5  Program started January 1, 2007 – 2016  Purpose –  Provide incentives and support activities for installing eligible solar photovoltaic (PV) systems on new homes  Statewide Goals –  Create a self-sustaining market for solar homes where builders incorporate high levels of energy efficiency and high performing solar systems  400 MW; $400 million budget  PG&E took over program administration on June 16, 2008  CEC – Guidebook, NSHP web tool, marketing & outreach NSHP Program

6 NSHP Eligibility  Who?  Builders, developers, and custom home owners  What?  Market segment - residential new construction Custom and production homes Single and multifamily buildings Market rated and affordable housing

7  Incentives - one time, up-front, expected performance based (CEC PV EPBI calculator)  Decline to zero over 10 years as megawatt goals/triggers are achieved Market Rate Housing  Base Incentive (18 months reservation)  Solar as a Standard Feature (36 months reservation) Affordable Housing Residential Units (36 months) Common Area (18 months) NSHP Incentive Structure

8 NSHP Requirements  PV system size 1 kW or larger (> 5 kW requires justification)  Sized to offset the end-use consumer on-site electric load  Grid connected with eligible utility  New, certified system components listed on the CEC’s eligible equipment list  Ten year warranty on system components & labor  Third-Party Field Verification of energy efficiency measures and PV system

9 NSHP EE Requirements  Energy Efficiency (EE) requirements -  Tier 1: 15% better than current Title - 24  Tier 2: 35% better than current Title - 24, 40% cooling reduction  Both tiers require appliances offered by builder to be Energy Star (ES) if applicable  Must be completed by CEPE certified T-24 consultant  Aligned with PG&E’s Energy Efficiency Programs –Residential New Construction (RNC) – single family –California Multifamily New Homes (CMFNH) - multifamily Customers encouraged to participate in both

10 RNC EE Program Tier 1 SF ($400/$500) MF ($150/$200)  15% better than T-24  ES appliances OR EE Program Tier 2 SF only ($2,000)  35% better than T-24  ES appliances  40% reduction in cooling NSHP Tier 1 Starting at $2.50/watt; $3.50 for affordable housing  15% better than T-24  ES appliances OR NSHP Tier 2 Starting at $2.50/watt; $3.50 for affordable housing  35% better than T-24  ES appliances  40% reduction in cooling Integrating EE & Solar (Cont’d)

11 NSHP Application Process  Missing or incorrect information/documents may cause delays  No extensions granted Payment Claim Form** (NSHP – 2) Incentive Approval Notification PG&E Review & CEC approval Reservation Application Form* (NSHP – 1) Within 30 days Reservation Confirmation Notification PG&E Review & CEC approval Within 30 days *NSHP – 1 review includes plan check by a 3 rd Party **NSHP – 2 review includes field verification by a 3 rd Party (HERS rater)

12 Reservation Application Required Documents -  NSHP 1 Reservation Application Form  Energy efficiency documentation  CF-1R, Certificate of Compliance - one per plan type  Electronic input file per plan type (.bld or.mp7)  Construction plan set  Floor plan with elevations, mechanical, plumbing and electrical sheets  Site plan with North Arrow  List of lots and addresses (subdivisions)  Manufacturer equipment specification sheets including ES appliances for each plan (may be required)

13 Reservation Application (Cont’d)  CEC Calculator - EPBI Documentation  CF-1R-PV, Certificate of Compliance - one per system type  Electronic Input File per system type (.emf and.HER)  Equipment Purchase Agreement & Installation Labor Contract  Build-out schedule for PV system  Building permit or final subdivision map  System size justification (over 5 kW)  Payee Data Record STD-204 Documents Specific to Affordable Housing  Regulatory agreement  Maintenance and monitoring plan  Individually metered
