2 1 Program Overview  Palm Coast began using Red Light Safety Cameras in May of 2008 with 10 locations equipped with the technology.  In December of 2012 the program expanded.  The traffic safety program consists of 43 systems at 23 intersections within the city. ©2013 American Traffic Solutions, Inc. | Internal

10 9 HB 7125 Improvements to the Mark Wandall Traffic Safety Act  Provides motorists 60 days to contest or pay a Notice of Violation (NOV). Previously was 30 days.  Allows a motorist that had a transfer of liability (was driving a rental car or another person’s vehicle) to contest of pay the NOV at $158. Previously this automatically became a Uniform Traffic Code (UTC) violation. The motorist had no opportunity to pay the $158 fine. It automatically escalated to County Court at $264 cost.  Hearings now are handled by the City, not the County Court. This benefits the citizen as he/she can now handle at City Hall or City location, much more convenient that going to County Court.  City can set administrative hearings fees. As of July 2013 that number has diminished to 22, a 77% reduction in violations. As violations decreased, the opportunity for dangerous red- light running related crashes also drops, contributing to safer traveling throughout the city.

This perspective provides a clearer understanding of how red-light cameras affect driver behavior.

An additional value for taxpayers is the availability to police investigators of red-light safety camera videos. City personnel has requested videos more than 123 times as a tool for investigating collisions, felonies and serious crimes including hit-and-run collisions and various other investigations. The program helps reduce Community Law Enforcement operating costs when a video can help reconstruct a traffic crash scene or provide another view of unrelated incidents at intersections.

21 20 Citizen Input ©2013 American Traffic Solutions, Inc. | Internal Dear Mr. Landon, I saw a car hit a child on a bike yesterday, August 21, at the Northwest corner of Palm Coast Parkway and Old Kings Road. It happened about 1:55 PM if you want to review the camera video. The child was crossing Old Kings Road in the crosswalk on a bicycle while traffic was going East-West on Palm Coast Parkway. The car was turning West on to Palm Coast Parkway (right on red) in the left lane of the double right turn lanes on Old Kings Road. I go through this intersection at least twice each day and have seen similar situations where drivers are focused on looking for a break in traffic on Palm Coast Parkway so they can turn. They virtually ignore pedestrians in the crosswalk across Old Kings Road. If this had happened a second or two sooner the child would have been directly in front of the car and probably would have been run over. As it was, the left front corner of the car hit the child and knocked the child and the bike down. Something needs to be done at this intersection for the safety of the pedestrians. 24 23 Public Opinion  In 2010, Florida joined the national movement of nearly 30 states by enacting the Mark Wandall Traffic Safety Act, Florida’s red light safety camera program.  Floridian support of the safety cameras laws is at 72%, reflecting unprecedented confidence in its road and community safety benefits.  When asked specifically and even after hearing arguments critical of the safety cameras, 67% of Floridians still want to KEEP the red light safety laws in place. ©2013 American Traffic Solutions, Inc. | Internal
