2 Background  Property registration is mandatory while transacting in property. Sub Registrar office is responsible for registration.  There are 4400 +, Sub-Registrar offices in the country. On an average 30-40 transactions happen per day and around 150-200 people visit these offices every day  Computerization is done in most of the States..2915 out of 4407 SRO computerized  Linking Property Registration with Land Records under NLRMP done in around 6 states

3 Problems faced by the stakeholders  Lack of transparency in valuation  Tedious back office functions –  dependencies on deed writers  time consuming stamp duty / fee payment,  prone to errors, manipulations, forgery  cumbersome to fix time slot for presentation with SR,  Manual evidence capturing – signature, thumb impression  Difficulties in preserving documents,  Lack of search retrieval  Multiple visits required  Delay in delivery  Lack of Integration with Land Records

6  Each State need to have Registration & Land Records Portal  Circle rates to be available on the portal  Online calculation of Stamp duty / Fee using web calculator  Geo-coding of Properties and Photo of properties Gujarat Online calculation of Stamp duty, fees

7 Deed templates and Online Submission  Deed templates to be made available on the portal  Citizen can draft deed themselves  Simplification of Deed Formats (may be only 2-3 pages) Deed template copy 1) First Page – Property and parties details 2) Statutory Conditions and Signature of parties, thumb impression and SRO with stamping.

8 Payment Gateway  E-Stamping through the Stock Holding Corporation of India Limited (SHCIL) in some States  Virtual Treasury Model implemented in Maharashtra using online i.e. payment gateway, Net Banking, card payment etc.

9 Online appointment for presentation  Provision in the portal for online reservation of time slot by Parties with SR for presentation  Internet based filing of the document will reduce the number of visits. File and Upload the Document and attachments through system and just present your self at time of signing of document at time of signing.

10 Electronic Capture of evidences  Evidences during presentation of parties & witness are captured electronically i.e. digital photo, thumb readers  Introducing Video Conferencing with remote capturing of evidences i.e. iris, thumb impression will help NRIs, disabled persons.

11 Electronic Approval of Deed  SR to approved deed electronically i.e. using finger prints recorder and with his digital signature etc.  Should generate Unique Identification Number (UID). 

12 Scanning of Signed Deed and Storage in Data Centre

13 Delivery and Accessibility in Internet  Reduced Turnaround time of 30~45 Minutes for delivery of registered deed  On-Counter Delivery of a) Copy of Registered Deed b) Non- encumbrance Certificate c) any other search – 15 Minutes  The deed is generated electronically with UID, bar code, photos, finger prints etc.  Electronic delivery to the parties.  Data should accessible through internet  Online search retrieval facility  All Services and Database should be digitally Signed and made available on line after payment through payment gateway services

19 Integration with Land records  Land record database must be updated immediately after executing Property registration.  Pre-requisites for carrying out the integration process  Mapping of the codes used for location consisting of state code, district code, tehsil code, village code results in same codification for location.  Identification of plots should be based on survey number/plot number/khasra number along with hissa number with same format across the state  Same unit of area extents to be followed in both the processes  Nature of classification of transactions such as sale, gift, lease, etc should be same in both the process of registration and mutation  Both the systems should use the same fonts and storage format  Standardization of valuation of land and other property

21 The Road Ahead  Automation of All SR Offices in the country  Integrate both the processes(LR &PR) to ensure genuine land transactions and updation  Single Window system for delivery of Services  Modification of Registration Act wherever necessary for flawless intervention of technology  To make the Land Records database interoperable with other domains such as Agriculture, Banking, Judiciary, etc
