3  The Statistical Service of Ghana is mandated by law (PNDC law 135) as an official institution and charged with the responsibility for collection,compilation,analysis,publication and dissemination of all forms of statistics in Ghana for general and administrative purposes.

4  Conducting of Industrial Census  Conducting of Annual Industrial Survey  Compilation and publication of the Index of Industrial Production (IIP)  Compilation of Producer Price Index (PPI)  Compilation of industrial related Employment Index (EI)  Collecting, compilation and analysis of all other forms of industrial statistics

5  The industrial production indices cover economic activities for Mining and quarrying, Manufacturing and Electricity, gas and water Supply.  These categories are classified according to sections C, D and E of ISIC Revision 3.1 

6  The indices are calculated quarterly by undertaking a statistical survey of relevant units. A stratified sample methodology is used to select businesses to provide data for the survey. The observation units are at the ‘Establishment’ level.

7  Industrial production data are collected by a postal questionnaire through regional statistical offices. At the beginning of the year 12 monthly forms are sent to respondents, with one being returned each month.  Collection of data is expected to be completed at the end of the month.

8  The Ghana Statistical Service calculates the production indices using the fixed base Laspeyres approach.  The primary method to calculate the index of industrial production is the direct volume of output measure.

9  Census value added is used to weight the IIP.  Currently the IIP has 1977 as the base year.  Plans are however undertaken to rebase the IIP to 2003.

10  The Index of Industrial Production (IIP) or Production Index (PI) has suffered some setbacks.  The IIP has been in arrears since 2005 due to lack of data  IIP is outdated in terms of the base period which is as far back as 1977  The difficulty in getting quantity data from firms, especially when there is a data gap and firms has to sort to their achieves.

11  Lack of training on IIP and industrial statistics in general.

12  To solve the problem of the difficulty of respondents providing quantity data, the section has decided to start the collection of value of sales of products instead of volume of output.  The section also intends to undertake a study tour of some countries where the IIP is compiled using value of sales to learn from their experience and ensure that the conversion of the value data to volume is done right using accepted standards

13  Producer price Indices(PPIs) will used as deflators.  With regards to the arrears for 2005, 2006 and 2007 and 2008,some difficult establishment were visited and appeal were made them, which is yielding some results.
