4 4 Definition of an Active Shooter “An armed person who has used deadly physical force on other persons and continues to do so while having unrestricted access to additional victims.” 4

5 4 There is no profile of an Active Shooter Nature of Violence – Not a single variable capable of predicting violence – Best predictor of future behavior is past behavior – Violence often results from frustration – Violence, many times results from lack of communication – Conflicted individuals often feel threatened and compelled to protect their position at a cost 5

6 4 Five Characteristics of a Mass Killer 1.Long history of frustration, failure, and diminished ability to cope with life’s disappointments 2.Externalized blame 3.Lack of emotional support from family and friends 4.Suffer a precipitating event they view as catastrophic 5.Access to weapons powerful enough to satisfy need for revenge 6

8 44 Mentality of Active Shooter Desire is to kill and seriously injure without concern for his safety or threat of capture Normally has intended victims and will search them out Accepts targets of opportunity while searching for or after finding intended victims Will continue to move throughout building/area until stopped by law enforcement, suicide, or other intervention 8

9 4 WRONGCORRECT Don’t stay exposed. Seek immediate cover and concealment. Get behind something capable of stopping a bullet, such as an engine block, large tree, wall, etc. Get Out 9

11 4 As a last resort, FIGHT. Swarm shooter together, use whatever if available as a makeshift weapon to protect yourself and disable the subject. Make sure he’s down for the count! Take Out 11

13 4 AD Expectations ATO/ OPSEC Officer/ Key Custodian on orders. AT Program- AR 525-13 OPSEC- AR 530-1 Physical Security (Key Control) - AR 190-51 We get a few AT Level II. RAM done monthly. Recommend you have your contracted Cadets do AT Level I and put their certificates in your book as homework assignment. Have a copy of your schools emergency plan (internet copy is acceptable). Inspect yourself annually and keep a copy for record. Conduct Annual Anti-Terrorism Training with your staff, focus on basics (active shooter). Mr Brown will inspect schools during FY 14/15 Annual Threat Assessment is due at brigade every April. Must have an All Hazards Plan signed by the PMS. If you are moving bulk weapons and or grenade fuses off the installation you must coordinated with local law enforcement and have an armed guard. Submitted in a Moderate risk assessment to brigade (AR 190-11)! Track annual AT Level I, OPSEC and TARP training keep certificates and training records on-hand for all cadre. 13

15 4 Group Scenario Solving 1. General. You are a new SAI or AI at the Junior ROTC Department, located here in Richmond, VA in a school classroom and have been given the responsibility to protect your students. As a result you are required to update the Active Shooter plan. 2. Task. Your task is to develop an active shooter plan for following scenarios; Active Shooter is on your school grounds, Active Shooter is outside your building, and an Active Shooter is entering your classroom. Your group has 15 minutes to come up with a plan. 15

17 4 An Active Shooter is Outside This Building (building across the road) Proceed to a room that can be locked, close and lock all windows and doors, turn off all lights Get everyone down on the floor and ensure no one is visible from outside the room. One person in room calls 911, advise of incident and your location, remain in place until police or a familiar person arrives and gives the all clear. Unfamiliar voices may be the shooter attempting to lure victims from their safe space. Do not respond to any voice commands until you can verify with certainty. 17

18 4 An Active Shooter is Inside Our Building (front entrance of the hotel area) Proceed to a room that can be locked, close and lock all windows and doors, turn off all lights Get everyone down on the floor, spread out and ensure no one is visible from outside the room One person in the room calls 911, advise the incident and your location, remain in place until police or a familiar person arrives and gives the all clear Unfamiliar voices may be the shooter attempting to lure victims from their safe space Do not respond to any voice commands until you can verify with certainty If your room can’t be locked, determine if there is a nearby location that can be reached safely and securely 18

19 4 An Active Shooter Enters Our Room As a last resort, fight the shooter. Rush with available people, throw things or use improvised weapons to take shooter to the ground. Rehearse and have a plan. Stay in place until “ALL CLEAR” signal is issued by recognized authority. Follow all directions of police/security personnel and do not leave the building until told. 19

20 44 Injured persons – Initial responding officers will not treat the injured or begin evacuation until the threat is neutralized – You may need to explain this to others in an attempt to calm them – Once the shooter is contained, officers will begin treatment and evacuation Evacuation – Safety corridors will be established. This may be time consuming – Remain in secure areas until instructed otherwise – You may be instructed to keep your hands on your head – You may be searched – You will be escorted out of the building by law enforcement personnel Law Enforcement Responsibility 20

Practice Your Common Senses Practice Your Common Senses Contribute to a Culture of Safety Vigilance – Use awareness to protect your personal boundaries; Create prevention through vigilance. Avoidance – Know how to identify a high-risk situation or environment and avoid it. Escape – Know when and how to get away from a threatening situation. Practice Your Common Senses 21
