5 Combining of Nutrition Standards AR Nutrition Standards Implemented in 2003 USDA Smart Snacks Regulation Implemented in 2014 Both are in effect!

6 Entrée Exemption: *on the day of service as part of the reimbursable meal in the National School Lunch Program (NSLP) or School Breakfast Program (SBP) *the day after the entrée was served as part of a reimbursable meal in the NSLP or SBP (An entrée is defined as a combination food of meat or meat alternate and whole grain rich bread or a combination food of vegetable or fruit and meat or meat alternate or a meat or meat alternate alone, with the exception of yogurt, low-fat reduced cheese, nuts, seeds and nut or seed butters.)

7 Determining if an Item is Allowable on a Second Meal Is the item an entrée? YES Was the item served as an entrée today? YES Yes, you may serve it as part of a second tray without putting it through the smart snack calculator or comparing it to the Arkansas Nutrition Standards/Maximum Portion Size List

YES Yes, you may serve it as part of a second meal without putting it through the smart snack calculator or comparing it to the Arkansas Nutrition Standards/Maximum Portion Size List

9 Determining if an Item is Allowable on a Second Meal Is the item an entrée? YES Was the item served as an entrée today or yesterday? NO The item MUST be put through the smart snack calculator and compared to the Arkansas Nutrition Standards/Maximum Portion Size List

10 Side Items of Second Meals Side items on second trays have no exemptions and must meet Smart Snacks Regulations and Arkansas Nutrition Standards on each day served. Please refer to Commissioner’s Memo FIN-14-080.

18 Allowable Fundraisers Smart Snacks regulations do not apply: to fundraisers that do not sell food or that take place outside of school There are no limits on the fundraisers that may be held when all foods sold meet Smart Snacks regulations and Arkansas Standards.

20 Step By Step to What Can Be Sold Determine which Rules Apply – Type of School – Grade Levels – Time of Day ADE / USDA / Both Determine if Food / Beverage meets the Restrictions of the Rule that applies.

21 Which Rules Apply When? Time Period USDA Rules in Effect AR Rules in Effect 12:00pm (mid-night) – Beginning of Declared School Day Food / Beverages meeting USDA Nutrient Restrictions can be sold YESNO Beginning of Declared School Day – 30 Minutes After Last Lunch Period Ends - 8.01.4 – NOTHING can be Sold, given away, etc. YES 30 Minutes After Last Lunch Period Ends – End of Declared School Day Foods / Beverages listed on the ADE Maximum Portion Size List in portions size listed, with nutrients restricted as listed AND Meeting the USDA Nutrient Restrictions can be sold. YES End of Declared School Day – 30 Minutes After End of School Day Foods / Beverages meeting USDA Nutrient Restrictions can be sold. YESNO 8.01.4 During the declared school day, at middle, junior high and high school sites, schools shall not serve, provide access to, through direct or indirect sales, or use as a reward, any FMNV or competitive food to students anywhere on school premises until thirty (30) minutes after the last lunch period has ended. This includes FMNV and competitive foods given, sold or provided by school administrators, or staff (principals, coaches, teachers, club sponsors, etc.) students or student groups, parents or parent groups, or any other person, company or organization associated with the school site.

22 Allowable Exceptions Arkansas Nutrition Rules section 8.02 School Events –Nine (9) different events each school year – any food or beverage –may not be given during meal times in areas where school meals are being served or consumed. Parents are not restricted on what they provide for their own child’s lunch or snack. Nurses may use FMNV or candy during the course of treatment to individual students. Special needs students with IEP plans Snacks during the declared school day, ex. kindergarteners Foods for instructional purposes, ex. cheese squares for math or family and consumer science meals

26 A Note about Middle School vs High School If middle and high school share facilities and all students have access to all venues in the school, the items available for sale must meet middle school standards.

32 Reminders Child Nutrition is not responsible for vending machines outside of the cafeteria However, State Agency will take into consideration whether items in vending machines meet Smart Snack regulations and Arkansas Standards. Findings will be included in the CRE and will require corrective action.

34 Food Consumption Outside of the Foodservice Area FIN-15-052 Shelia Bailey Area Specialist Child Nutrition Unit

35 As a means to promote the consumption of fruits and vegetables and reduce food waste, USDA encourages the practice of students saving some food items for consumption at a later time other than the established meal service period.

36 However, for food safety reasons, this practice should be limited to only food items which do not require cooling or heating, such as whole fresh fruit, baggies of baby carrots or celery sticks. Districts should develop a policy.

37 Sharing Table Schools may set up a sharing table for appropriate items to minimize food waste. ADE Commissioner’s Memo FIN-08-076 entitled Milk Re-Service is still applicable. Districts should develop a policy.

38 Remember Meals are not to be given to students to take home Schools are encouraged to allow reasonable time for students to consume meals during the established meal service period. Consult your area specialist for assistance
