PIT Tag Forecaster Upgrade Review Meeting Presented 11/4/2013 at PSMFC, Portland Authors: John Tenney, Nicole Tancreto PSMFC Al Giorgi Bioanalysts, Inc.

Meeting Agenda Introduction (Al) Project Presentation (John) Discussion Topics (Al) Project code tracking When to initiate populating database Protocols for updating the database Spatial resolution for release sites Incentives for PUDs to participate (NPCC or NOAA-HCP leverage) Incentives for all to participate in a timely fashion- e.g., link with issuance of take permits (NOAA)?? Review and Refine Forecaster Data Fields (John)

Scope of Work for the PIT Tag Forecaster Application PTAGIS to build online replacement for 2009 Forecaster Spreadsheet (database) Utilize existing PTAGIS web/database server and tools Allow sources to update project information over time Provide summary reports for NOAA and others GIS/Mapping summary reporting features to be added in subsequent version First version released beginning of 2014 Provide technical support to end users

Agency Coordination BPA/NOAA/NPCC to provide coordination with agencies in completing forecasts and on-going updates TBD: PTAGIS can provide email templates for coordination tasks e.g. email template for instructing users how to log in and complete the forecasts TBD: PTAGIS can provide web service API to expose forecast data to other systems (Pisces, Taurus)

PIT Tag Forecaster User Types/Roles Forecaster Data Source – Updates associated Forecast information for one or more projects Forecaster Researcher – Uses reports generated from Forecast summaries – NOAA, BPA etc.

Forecast Initiation Workflow BPA\NOAA\NPCC coordinates with each agency to initiate forecasts Agency identifies data source(s) to complete forecasts Data source creates user account in PTAGIS.ORG Data source sends email to PTAGIS Admin to request Forecaster Role for their user account Forecaster Role is granted and user is instructed to log into PTAGIS.ORG and access the following service:

http://www.ptagis.org/Services/TagForecaster/Overview Purpose Data Definitions In response to elements contained in the 2008 BiOp, the Action Agencies (AA), NOAA and the NPCC determined that a means to forecast future PIT-tagging effort would be instructive and should be established. Ideally, the forecast should extend several years into the future. A sub-group was formed that specified attributes to be included in a database that would inventory and forecast future tagging efforts. In December 2009 a template for a new PIT tag forecast-inventory was constructed and distributed to all agencies to populate. Until recently the database was resident at UW CBR. The agencies felt it would be advantageous to integrate the Forecaster into PTAGIS and make it more user friendly. As of October 2013, a version is now in place on the PSMFC system. Drop-down menus are provided for many parameters; use them where applicable. Some columns are linked together, limiting your choices (e.g., for a given listed ESU, only pertinent MPGs will appear linked back to that ESU). This forecast inventory is not merely for FWP and AFEP projects. PIT tagged fish released by HCP and BOR funded projects should be included, as well as other relevant efforts that may not fall under these umbrellas. The Region will establish guidelines for including forecast information from all users. For populations, the ESU or MPG is the target unit. Spatially, the sub-basin (NPCC designations) is currently the focal point, but finer scale information can be specified where available. The forecaster focuses on Anadromous salmonids but could include other species if needed. ESU – Select from the ESU drop-down menu (required). MPG – Select from the MPG drop-down menu (required field for listed populations). Unlisted ESUs have no MPG designation – Leave blank. Sub-basin – Location where tagged fish were released. Select from official NPCC list of 62 sub-basins (drop-down menu – Required). PTAGIS Release Code – If there is one established release location (or a single representative release site) for this ESU or MPG/sub-basin combination enter it here. If there are multiple release locations for a given population/sub-basin combination, do not report these. LAT – Latitude of the release location. Enter in 5-decimal point format (e.g., 47.34698). LON – Longitude of the release location. Enter in 5-decimal point format (e.g., 119.56791). Project Number – Enter or verify official Project Number as specified in the research program (e.g., FWP, AFEP, etc.). Abbreviated Project Title – General descriptor for a specific Project Number (Column E). Limited to 44 characters or less. RME Program – Select appropriate designation from the drop-down (Required). Project Sponsor – As specified in PISCES or select an appropriate designation from the drop-down. Select the primary funding agency when in doubt. Contract Number – If the program supports different contracts enter the ID number here. Contractor – Agency conducting the tagging. Select from drop-down. … Please Select Your Project Sponsor: (list of sponsors) Update Forecasts Please Select a Contractor (if applicable): (list of contractors) Option: prompt users to identify related projects
