3 Introduction All children, including those with disabilities, have a right to education. This right is included in Philippine Law in the Magna Carta for Persons With Disabilities (1992), and in international law in the UN Convention on the Rights of Persons With Disabilities (UNCRPD), ratified in the Philippines in 2008. However the Department of Education reports that only 2% of disabled children in the Philippines are currently able to access educational opportunities. Of those who do access education, drop- out rates are high because of the barriers of accessibility and discrimination they face.

4 Introduction Nowadays disabilities become a barrier for a child to learn and to study in a normal school specifically, those children with ASD. Autism or ASD is one of five neurodevelopment disorders under the umbrella of Pervasive Developmental Disorders (PDD). Autism is associated with three primary behavioral characters: 1) Delays in communication, 2) repetitive and stereotypic behavior patterns, and 3) delays in speech and language abilities.

5 Introduction Special Education is based on the assumption that all children are special and should receive a good education in order to develop their potential to become full, active and contributing members of society. We must look at how the system can better serve all children, including children with special needs who require special education and related services if they are to realize their full potential.
