NIH Public Access Policy In 2005, the NIH issued a public access policy requesting that any publications resulting from work supported by NIH funding be voluntarily submitted to the digital archive PubMed Central (PMC) The new law now requires researchers to submit journal articles derived from work supported via NIH funds to PMC What it means to OHSU Researchers

NIH Public Access Policy The law states: –The Director of the National Institutes of Health shall require that all investigators funded by the NIH submit or have submitted for them to the National Library of Medicine's PubMed Central an electronic version of their final, peer-reviewed manuscripts upon acceptance for publication, to be made publicly available no later than 12 months after the official date of publication: Provided, That the NIH shall implement the public access policy in a manner consistent with copyright law. NIH Public Access Policy When does the new policy take effect? –April 7, 2008 All articles funded by NIH that are accepted for publication after this date must be submitted to PMC. –May 25, 2008 All NIH applications, proposals and progress reports must include the PMCID when citing an article that falls under the policy and is authored or co-authored by the investigator. NIH Public Access Policy Who is ultimately responsible for ensuring compliance with the new NIH public access policy? –The Principal Investigator will be asked by NIH to approve the submission and affirm that copyright allows deposit to PMC. NIH will email the PI to review the formatted manuscript to make any necessary corrections and approve its public availability in PMC after any delay period specified during submission. –Manuscripts will not be posted to PMC without final approval from the PI. –Any PI receiving NIH funds is ultimately responsible for compliance for all corresponding work under their supervision even if the PI is not an author or co-author of a publication that falls under the authority of the NIH policy. NIH Public Access Policy Retaining your rights prior to publication –Authors should seek confirmation from publishers before submitting a manuscript for peer review to verify that a publisher will allow an author to retain the right to comply –The OHSU Library has language and addenda that authors can add to their publication agreements prior to acceptance to ensure they retain their rights to submit material to PMC What it means to OHSU Researchers
