2  SEC. 218. The Director of the National Institutes of Health shall require that all investigators funded by the NIH submit or have submitted for them to the National Library of Medicine’s PubMed Central an electronic version of their final peer-reviewed manuscripts upon acceptance for publication, to be made publicly available no later than 12 months after the official date of publication.  (NIH http://publicaccess.nih.gov/FAQ.htm#753)

3 If your paper:  Is peer-reviewed;  And, is accepted for publication in a journal on or after April 7, 2008;  And, arises from: ◦ Any direct funding 1 from an NIH grant or cooperative agreement active in Fiscal Year 2008 or beyond, or; ◦ Any direct funding from an NIH contract signed on or after April 7, 2008, or; ◦ Any direct funding from the NIH Intramural Program, or; ◦ An NIH employee  (http://publicaccess.nih.gov/determine_applicability.htm)

4  Research, write, and submit to publishers  When signing the copyright/author agreement, make sure it allows for PubMedCentral (PMC) deposit ◦ Author’s Rights Research Guide; CIC Addendum Author’s Rights Research Guide  Submit your final peer-reviewed manuscript to PMC within 90 days of journal acceptance  Use the PMCID or the NIHMS ID in your citations and Research Performance Progress Reports (RPPR)  After up to a year embargo, see it live in PMC and get more readers  Prepare for accolades from adoring fans

8  You can submit your paper to PMC for free  Some journals will submit on your behalf but may charge you to do so  you can still negotiate for self-archiving  It is important to negotiate your rights before you sign the author agreement

9  The NIH PA Policy has been in place since 2008  In December 2012 ◦ With this Notice, NIH informs grantees that in Spring, 2013, at the earliest, NIH will delay processing of non-competing continuation grant awards if publications arising from that award are not in compliance with the NIH public access policy. The award will not be processed until recipients have demonstrated compliance. This change will take effect in tandem with NIH requiring the use of the Research Performance Progress Report (RPPRs) for all Streamlined Non-competing Award Process (SNAP) and Fellowship awards in the Spring of 2013  (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-12-160.html )
