23 NJ ASK 3-8 MATHEMATICS Short-Constructed Response Items
Short constructed-response questions require students to write their responses to math items in their answer documents. Students in Grades 3 through 6 will not have the use of calculators for the duration of the short constructed-response parts of the mathematics section of the tests. Students in Grades 7 and 8 will have the use of calculators for the duration of the math test.

24 EMERGENCY SCHOOL CLOSINGS
INCLEMENT WEATHER / EMERGENCY SCHOOL CLOSINGS If there is a delayed opening, test ONLY if the entire section can be administered before lunch. If not, follow procedures below: If the testing schedule needs to be altered due to delayed opening or closing: Proceed with testing on those days only if the test can be administered uninterrupted. Proceed with testing during the appropriate day (s) of the make-up week. Submit a memo from the district test coordinator specifying the modifications to the test administration scheduling: Date & section of delayed or cancelled testing; Reason for delay or cancellation; and Revised testing schedule.

25 CALCULATOR REQUIREMENT
District must provide students with calculators Examiners must have extra calculators Best calculator for a student to use is the calculator which he or she uses every day All calculators must meet minimum acceptable functionality Memories and programs must be cleared before and after testing Remove instructional manuals and function reference sheets

27 NJ ASK 2009 LEP STUDENTS ALL LEP STUDENTS MUST TAKE THE NJ ASK. THE ONE EXCEPTION IS FOR NON-SPANISH SPEAKING STUDENTS WHO ENTERED THE UNITED STATES AS WELL AS A LANGUAGE ASSISTANCE PROGRAM [currently enrolled in the program] ON or AFTER JULY 1, THESE STUDENTS ARE NOT REQUIRED TO TAKE THE LAL SECTION OF THE TEST BUT MUST TAKE MATH AND SCIENCE. THE FRONT OF THE TEST BOOKLET CONTAINS CODING BUBBLE FOR THESE LAL EXEMPT LEP STUDENTS.

28 NJ ASK 2009 LEP STUDENTS NEWLY ARRIVED (ON OR AFTER JULY 1, 2008) SPANISH SPEAKING STUDENTS SHOULD TAKE THE SPANISH LANGUAGE TEST. PLEASE REFER TO THE ELIGIBILITY GUIDELINES FOR SPANISH TEST TAKERS. THE GUIDELINES CAN BE FOUND ON THE NJDOE AND MI WEB SITE. THE FRONT OF THE TEST BOOKLET MUST BE GRIDDED: LEP <1; AND TIS AND TID < 1 YEAR.

29 NJ ASK 2009 LEP STUDENTS LIMITED ENGLISH PROFICIENT STUDENTS WHO ARE ONE YEAR (F1) OR TWO YEARS (F2) REMOVED FROM A LANGUAGE ASSISTANCE PROGRAM WILL BE AGGREGATED IN THE SUB-GROUP “LEP” FOR AYP PURPOSES. A MEDICAL EMERGENCY IS DEFINED AS THE OCCURRENCE OF A SEVERE MEDICAL OR PYSCHIATRIC CONDITION OR EPISODE WHICH REQUIRES MEDICAL ATTENTION OR SUPERVISION DURING WHICH TIME THE STUDENT IS NOT ABLE TO PARTICIPATE IN STATE ASSESSMENTS.

NJ ASK 2009 GRIDDING OF ANSWER FOLDERS/ TEST BOOKLETS GRIDDING INSTRUCTIONS ARE SHOWN IN APPENDIX D OF THE TEST COORDINATOR’S MANUAL. A CHART IS ALSO PRESENT ON PAGE 29. VERIFY THAT ALL INFORMATION ON THE PRE-ID LABEL IS CORRECT. ALL DEMOGRAPHIC CORRECTIONS CAN BE MADE ON THE TEST BOOKLET EXCEPT FOR NAME, DATE OF BIRTH, CDS CODE AND SID. *NOTE: DO NOT USE A PRE-ID LABEL FOR ANY STUDENT OTHER THAN THE STUDENT WHOSE DEMOGRAPHIC INFORMATION APPEARS ON THE LABEL. *PLEASE NOTE: FOR AFFIXING THE PRE-ID LABELS, REFER TO THE TEST COORDINATOR MANAUL FOR SPECIFIC INSTRUCTIONS

33 NJ ASK 2009 HEADER SHEETS THE HEADER SHEETS WILL COME PRE-SLUGGED WITH THE TESTING SITE CDS CODE. PRIVATE SCHOOLS WILL ALSO RECEIVE PRE-SLUGGED HEADER SHEETS. “CDS CODE OF SENDING SITE” HAS BEEN REMOVED FROM ALL HEADER SHEETS. RECEIVING SCHOOLS WILL NO LONGER BE REQUIRED TO COMPLETE THE SENDING SITE CDS CODE ON THE HEADER SHEET. THE SENDING SITE DISTRICT AND SCHOOL CODE MUST BE COMPLETED ON THE STUDENT’S DEMOGRAPHIC PAGE IN THE “SCHOOL USE ONLY” SECTION.

34 NJ ASK 2009 CHANGES: RESCORES / REPORTING
Districts do not need to submit a rescore request form. Any student whose raw score total falls within TWO raw score points of the PROFICIENT level will go through an automatic rescore process. Any rescore that results in a change in score will be reflected in the district's Cycle II reports. Districts will receive revised ISR’s and Student Stickers. For the 2009 NJ ASK administration DISTRICTS WILL ONLY RECEIVE PAPER COPIES OF THE INDIVIDUAL STUDENT REPORTS AND STUDENT STICKERS. All other reports will be posted on MI’s Web site Cycle I score reports WILL BE ONLINE ON or BY August 14, 2009. Cycle II score reports WILL BE ONLINE ON or BY September 11, 2009.

37 HOMEBOUND / BEDSIDE INSTRUCTION
Students receiving homebound or bedside instruction MUST be tested. Testing may occur anytime during the 2 week testing period. Examiner MUST be: Licensed professional employed by the district. Trained by school or district test coordinator. Sign appropriate School Security Checklists. Maintain test security at ALL times. Return secure test materials to school coordinator ASAP each day after testing is completed. See page 83 in the NJ ASK Test Coordinator Manual for detailed procedures.

38 LIMITED ENGLISH PROFICIENT STUDENTS
All LEP students MUST be tested. There are NO exemptions. However, non-Spanish speaking students who entered the United States and a language assistance program on or after July 1, 2008 are not required to take the LAL section of the test but they MUST take Math and Science. Former LEP students (F1 and F2) ARE NOT PERMITTED LEP accommodations. You may provide one or more of the following accommodations: Additional time up to 150% of the administration times indicated. Translate directions only into the student’s native language. Translation of passages, items, prompts, and tasks is NOT permitted. Use of a translation, bilingual dictionary, preferably one normally used by the student as part of the instructional program. You must test any student receiving accommodations in a room separate from general education students.

39 APA STUDENTS All students not taking the NJ ASK must be administered the Alternate Proficiency Assessment [APA]. The APA is available in Language Arts Literacy, Mathematics, and Science. If a student’s answer folder/test booklet is submitted to the contractor with responses, it will be scored, regardless of whether or not the student is coded as taking the APA. Scores for these students will be included in all school and district reports.

41 LARGE PRINT/BRAILLE IF YOU KNOW YOU HAVE LP / BRAILLE STUDENTS AND
HAVE NOT ORDERED MATERIALS, YOU MUST CONTACT MI IMMEDIATELY. LARGE PRINT AND BRAILLE MATERIALS MAY ARRIVE WITH YOUR REGULAR TESTING MATERIALS, BUT WILL BE SHRINK-WRAPPED SEPARATELY. EACH LARGE PRINT AND BRAILLE KIT WILL INCLUDE SUPPLEMENTAL INSTRUCTIONS THAT MUST BE USED IN THE ADMINISTRATION OF THE TEST. SOMETIMES, ITEMS ARE DROPPED AND THIS DOCUMENT WILL LET YOU KNOW WHICH ITEMS ARE ELIMINATED. REVIEW THESE INSTRUCTIONS PRIOR TO THE TEST ADMINISTRATION! THE FORM DESIGNATION FOR THE LARGE PRINT AND/OR BRAILLE TEST MAY NOT BE THE SAME AS THE REST OF YOUR SCHOOL. THEREFORE YOU MUST USE ONLY THE MATERIALS PROVIDED IN THE LARGE PRINT / BRAILLE SHRINK-WRAPPED PACKAGE.

42 LARGE PRINT/BRAILLE SPECIAL INSTRUCTIONS
Examiners MUST transcribe the student’s responses into the regular-print answer folder/test booklet included in the kit. Affix the Pre-ID Label or Student Linking Label to the front of the regular-print test booklet, for grades 3 and 4, and grid all information on the LP and/or Braille test booklet. Examiners MUST complete an Irregularity Report (included in the kit) for each student who took a LP and/or Braille test. STC MUST return the transcribed regular-print test booklet in the YELLOW special handling envelope with the used materials. The LP and/or Braille test booklets should be returned with the unused materials.

44 Out of District Placements (ODP) Responsibilities of Sending Districts
All eligible students must be tested regardless of student location. Sending districts MUST provide the receiving district with all “School Use Only” information for each student, as well as the CDS code for the sending district. Sending districts MUST grid a Language Arts Literacy, Mathematics, and Science answer folder/test booklet for all ODP students taking the APA at a receiving institution.

45 Out of District Placements (ODP)
Responsibilities of Receiving Districts / Approved Private Schools Public school receiving institutions and approved private school receiving institutions may conduct the administration of the assessment. All ANSWER FOLDERS/TEST BOOKLETS MUST have the following information: 1. District and school code of the receiving institution under “Testing Site”. 2. District and school code of the sending district under “School Use Only” section You must complete the “Students Attending Out-of-District Placements” form (page 53, Coordinator’s Manual). This form must be returned in the Security Forms Envelope with the Non-Scorable materials.

Responsibilities of Receiving Districts / Approved Private Schools A separate Header Sheet is no longer required for each school and district code of each ODP student being tested. All HEADER SHEETS MUST have the following information: 1. District and school code of the receiving institution (“Testing Site”).

48 Out-of-Residence Placements (ORP)
This coding is to be done for any student attending a school in their home district that is NOT their “neighborhood” school (LEP and SE ONLY). All ANSWER FOLDER/TEST BOOKLETS MUST have the following information: 1. District and school code of the school where the student is taking the test under “Testing Site”. 2. District and school code of the neighborhood school under “School Use Only” section.

49 Out of Residence Placements (ORP)
A separate Header Sheet is no longer required for each neighborhood school for which an ORP student is being tested. All HEADER SHEETS MUST have the following information: 1. District and school code of the school at which the child is sitting and taking the test (“Testing Site”). Student results will be reported back to their “neighborhood school”.

50 TEMPORARY SECTION 504 PLANS
If a student sprains or breaks an arm, wrist, etc., prior to testing, a district may prepare a temporary Section 504 Plan. This Plan allows the student to receive testing accommodations as described in Appendix A of the Test Coordinator Manual. Necessary testing accommodations, such as the use of a scribe, must be included in the Section 504 Plan.

65 WHAT DO I DO ONCE MY BOXES ARRIVE?
Locate District Box One [white box] and find the district and school packing lists. Check to be sure you have received all secure materials the packing lists indicate you have been sent [DO NOT OPEN ANY SHRINK-WRAP]: For each packet of test booklets, check the security number on the first booklet, flip the shrink-wrapped package over and check the last number. Count through the shrink-wrap to make sure there are 5 test booklets and 5 answer folders in the shrink-wrap. Verify that the security numbers shown on the packing lists match what has actually been shipped. Check that you have received a sufficient amount of all non-secure materials. If not, you may request additional materials using the Additional Materials Request Form (Appendix H, Test Coordinator Manual).

66 WHAT DO I DO ONCE MY BOXES ARRIVE?
4. Sign and return the District Receipt Form to MI in the envelope provided. Notify the County Office and the Office State Assessments IMMEDIATELY of any shortages in the secure test materials. DO NOT REMOVE ANY SHRINK-WRAP. Notify MI immediately of any test material shortages. The District Receipt Form must be returned within 48 to 72 hours of receiving your materials.

81 A L W A Y S Have multiple authorized personnel to
receive test materials when delivered. Return the District Receipt Form to MI immediately. Maintain limited access to secure materials at all times. Keep test booklets in numeric order. Use ALL of the School Security Checklists. Provide accurate class rosters for every examiner, including test booklet/answer document numbers. Be available during test administration dates. Seat students in a way that helps to prevent cheating. Make sure examiners are circulating throughout the room during the test administration AT ALL TIMES.

82 A L W A Y S Conduct your own security visits.
Retain a copy of all test responses done on separate sheets of paper. Retain a hard copy of responses done on a word processor. Place any extra sheets of paper in the YELLOW envelope labeled Open-Ended Responses for Students with Special Accommodations along with the test document. Follow instructions on envelope. Verify an accurate test booklet count before signing the District Return Form. Report irregularities on an Irregularity Report Form and return it in the PURPLE Envelope with USED Materials.

83 N E V E R Never refuse a shipment of test materials.
Never abrogate the responsibility for counting or recounting test booklets. Never distribute booklets out of numeric order. Never borrow or lend test booklets across schools. Never allow students to use pen. Never instruct students to pass test booklets up an aisle/row. Never provide extra sheets of paper unless an IEP or 504 plan specifies this as an accommodation. Never cover an existing bar-code on test materials. (Do stick over ‘sample’ barcode indicating placement location of label).

84 Record Change Requests
Record Changes will be done online in 2009 at Students will be listed online with all demographic data. You can add or change data, merge students, correct demographics. District level user can move a student from one school to another online [You can move a student from one district to another ONLY by contacting MI either through or the toll-free #]. ODP and ORP Students will be identified. Record Changes are to be completed online 06/12/ /02/09. ALL ONLINE RECORD CHANGES MUST BE COMPLETED NO LATER THAN JULY 2, 2009. Record Change Instructional Memo will be delivered ~ June 1, 2009
