4 INC Report to the NANC 4 INC Meetings Meetings Since the previous NANC meeting, INC held one face-to- face meeting from January 27-29, 2015.

5 INC Report to the NANC 5 Issue 748: Assess Impacts on Numbering Resources and Numbering Administration with Transition from Public Switched Telephone Network (PSTN) to Internet Protocol (IP) INC is considering possible next work items in association with the transition to the all-IP network in addition to its previously submitted work on nationwide 10-digit dialing and large-scale rate center consolidation: Security of TNs associated with number assignment, recognizing the work of IETF STIR WG to establish the cryptographic certification of TNs Use of E.164 numbers as the IoT evolves, recognizing the policy work underway in the FoN FTN8 subcommittee Non-geographic number assignment, as the LNPA WG finalizes its whitepaper on non-geographic number portability

6 INC Report to the NANC 6 Issue 788: 555 Line Number Assignments and Reclamation The 555 NXX Assignment Guidelines were created and individual line assignments began in 1994. Intended so that consumers could dial NPA-555-XXXX in order to access types of public information service needs that might not have been met at that time (e.g., 976 NXXs and the 900 NPA). 555 line numbers are a public resource and administrative assignment does not imply ownership of the resource by the entity performing the administrative function, nor does it imply ownership by the entity to which it is assigned. The vast majority of 555 line number assignments are to individuals; however, through NANPA’s investigations, it appears that few, if any, of the 555 numbers are in service and dialable.

7 INC Report to the NANC 7 Issue 788: 555 Line Number Assignments and Reclamation Based upon the history of non-use of 555 line numbers, the INC will consider recommending that this resource be returned to the NANP inventory and made unavailable for assignment. Over the years, technological advances may have obviated the need for this resource. INC will also consider revising the guidelines to ensure consistency with other NANP resource guidelines. Require evidence that appropriate technical arrangements are in place to permit the resource to be implemented and calls to be routed to the number. Modify 555 application forms and timeframes, clarify assignee responsibilities, introduce reporting requirements, revisit administrator responsibilities, revise the reclamation process, etc.

It was well attended and noted in Communications Daily on December 12 th. The webinar provided a brief overview of the NANP and also covered INC’s recent work on 10-digit dialing, the numbering testbed, and large-scale rate center consolidation.
