3 Malaysian Ministry of Education Evolution of Revised National Higher Education Strategic Plan-2011 Plans for 2013-2025 - 11 Big Ideas Massive Open Online Courses MOOCs – 11 th Big Idea ( Intensification of Online Learning) In line with the National e-Learning Policy (DePAN, launched in April 2011) MOOCs are based on the philosophy of Open Education – “Education for All” of the United Nation.

4 Malaysian Ministry of Education Evolution from Open Educational Resources (OER) – Open CourseWare (OCW) - MOOC Malaysia’s Growth of internet usage 2000 Population 29.17 million – internet usage 2.7 millions June 2012 – 17.7 millions, Facebook users 13.59 millions March 2014 Malaysian average internet speed 5.48Mbps Vietnam 13.01Mbps, Thailand 17.38Mbps, Singapore 59Mbps UNESCO Paris Declaration regarding OER in 2011 To empower interested learners from around the globe who lack access to higher education

5 Malaysian Ministry of Education MOOCs being offered through various providers: Coursera, Edx, Udacity, FutureLearn Revisit DePan implementation Plans to determine the readiness of Universities for e-Learning & MOOCs Infrastructure Content Development Usage

6 MOOC Implementation Plans 1 st Develop 4 general subjects TITAS (Tamadun Islam & Tamadun Asia –Islamic Civilization & Asian Civilization) Ethnic Relations IT literacy Entrepreneurship Require 13 Public Institutions of Higher Learning register with the Open Courseware Consortium 2 nd Develop and upload other general subjects into the same platform

7 MOOC Implement Plans AKEPT (Akademi Kepimpinan Pengajian Tinggi – Higher Education Leadership Academy ) Promote Awareness Devise Training of Trainers programme Development of Modules for designing & Delivery MOOCS Design Training for courseware developers Design Training for technical personnel Topics include: Overview, Instructional Design, Content Development, Copyright Issues, Online Facilitation and Collaboration, Online Assessment MOOC specific Design MOOC implementation Strategies for active and engaging learning Flipped Classrooms, Blended Learning, Best Practices, Case Studies, Challenges and Opportunities

8 Current Status The first MOOC course offered in Malaysia was by Taylor’s college in March 2013 – Entrepreneurship July 2013 – Achieving success with Emotional Intelligence April 2014 –PutraMOOC – Public University Major Trial run on July 17 th 2014 involving 3 platforms Open4Learning (open4learn.upsi.edu.my) : 10.00 - 10.20 am Open Learning (www.openlearning.com) : 10.20 - 10.40 am Coursesite (www.coursesites.com) : 10.40 - 11.00 am Malaysian Ministry of Education – 2015 -30% of courses offered at Public Higher Education Institutions will be online
