1 DISTRIBUTED Multi-nodal ATFM Operational Trial project
Civil Aviation Department , Hong Kong China EATMCG/8 (Hong Kong, China, May 2015)

2 Flow Control Traditional ATFM Measure Difficult to optimize
Difficult for Airline Operators to anticipate delay Need to explore better method EATMCG/ /05/2015 Hong Kong China

NMOC ATCSCC ATMC CAMU Airservices Australia EATMCG/ /05/2015 Hong Kong China

4 Existing ATFM Implementations
High percentage of domestic traffic Single authority Unlikely to regulate international traffic Hong Kong,Singapore-100% international traffic Centralized Regional ATFM Centre ?? New ATFM Operation Concept EATMCG/ /05/2015 Hong Kong China

5 Tripartite CDM/ATFM Project (2012-2013)
New Caledonia No information provided ATFM Ops Trial based on Distributed Multi-Nodal CDM/ATFM Concept

9 Responsibility of ATFMU
Airport ATC/AO/AU

10 Responsibilities of ATFMU
Monitor the arrival capacity/demand balance of the airports under its jurisdiction Produce and disseminate ATFM Daily Plan (ADP) Apply GDP at the airport with C/D imbalance Calculated Take-Off Time(CTOT) EATMCG/ /05/2015 Hong Kong China

11 CTOT Calculation Demand Prediction CTOT ----- Balancing
Capacity Prediction Demand Prediction, Capacity Prediction, When/how to balance, how to calculate the CTOT, there can be different ways to do these tasks With a system, we can have live traffic updates, we can handle a large amount of data and make a better decision. We can still do something without a system, e.g. I may use statistical data to analyze what will happen if one of the runway is blocked, what can be done from the ATFM perspective. So as to develop a contingency procedure taking advantage of the ATFM mechanism established in the region. Being lack of a sophisticated system, the CTOT list may not be long enough to solve the whole event, but still can relieve the situation. Each State may have different pace in these parts

14 Operation Trial Phase 1: Distributed ATFM for Airport Arrival Constraints (Jun 2015 – Jun 2016) Stage 1: CTOT Communications (Jun – Sep 2015) Ensure proper CTOT communication flow among ATFM Nodes and stakeholders Stage 2: CTOT Adherence (Oct 2015 – Jan 2016) Initial ATFM operations under scripted scenarios with provisions of addressing ad-hoc demand-capacity imbalance Stage 3: Advanced CTOT Management (Feb – Jun 2016) More complex ATFM operations including CTOT revisions, cancellation and improvements Phase 2: More Advanced Distributed ATFM Consider airspace constraints

22 ATFM Ops Trial Plan for Stage 1
Test telecommunication and conferencing framework Trial on web-portal for information dissemination Stakeholder familiarization of web-portal Monitor effectiveness of demand prediction FPL submission and ICAO message handling Determine and declare AAR in ADP(WX) Practice capacity adjustment based on stackholders input(Rwy Maintenance,Inspection,Staffing,Fltchk) Generate, transmit, receive ADPs Perform Capacity/Demand Balancing Transmit, receive CTOT Teleconference between local and regional stakeholders EATMCG/ /05/2015 Hong Kong China

23 Objectives Validate the multi-nodal ATFM concept
Establish information sharing and communication mechanism Establish common business rules for ANSPs, Airport and Airline Operators Identify the requirements of systems to support the ATFM operation Identify the capabilities required for stakeholders to participate in the operation EATMCG/ /05/2015 Hong Kong China

24 ICAO ATFM/SG ATFM/SG Decision 4/1: Asia Pacific Regional ATFM Concept of Operations and timeline: That, the Asia Pacific Air Traffic Flow Management Steering Group: Adopts the Multi Nodal ATFM Concept of Operations as the foundation for the Regional Concept of Operations/Implementation strategy for regional cross border ATFM implementation; and Confirms 8 November 2018 as the target date for regional cross border ATFM implementation, for inclusion in the performance objectives of the Regional Framework for Collaborative ATFM, in alignment with ASBU and the APAC Seamless ATM Plan. EATMCG/ /05/2015 Hong Kong China

25 The Way Forward The outcome may be a good reference for other administrations in the region The model could be a solution to address EATMCG Task List Item 7-1,which also align with ICAO ATFM SG decision. Once the multi-nodal ATFM operational procedures are sufficiently refined, Hong Kong would like to invite the ANSPs in North East Asia to gradually progress in the same direction. 26 Thank You! EATMCG/ /05/2015 Hong Kong China
