Introduction This presentation covers the following topics: From the assessing Commander’s perspective, Personnel, Equipment, Supply, Training, and Ordnance (PESTO), or Facilities (PESTOF) resource information for some, within DRRS-N is a compilation of data to assist in making a relevant and consistent subjective assessment of task and capability performance potential. PESTO resources Figure of Merits (FOMs) also provide information to enterprises as to their ability to support operational forces in those resource categories. As you are provided background on the PESTO “pillars” and the underlying systems that feed the pillars, remember that the CDR’s assessment trumps all. Your feedback to DRRS-N will help add fidelity between the PESTO condition indicators and CDR-provided assessments as DRRS-N evolves.

At the end of the presentation, you will have a detailed understanding of the CVN PESTO: Metrics and their authoritative data sources. Data flow to DRRS-N. Drill down data available in DRRS-N. Note: The DRRS-N graphics used in this presentation contain notional data, and thus are for illustration purposes only. For the embedded links to work, view this presentation in Slide Show mode.

4 Overview – Authoritative Sources
DRRS-N compiles unit resource values (called FOMs or Figures of Merit), using authoritative data sources. These values and associated data are available to the Commander as a guide for making unit assessments. Authoritative databases and sources support the values that are displayed in PESTO pillars. Behind the user interface of DRRS-N, intricate mappings of tasks, resources, resource levels, as well as detailed algorithms for scoring are at work. The goals of the PESTO pillars are twofold: First, to provide Commanders with reporting readiness insight into their underlying resource conditions at the task and capability level. Secondly, to provide the various concerned enterprises with a unit’s resource readiness in a capability and task construct. The authoritative data sources used within the Figure of Merit algorithms are highly dependent on information reported by the unit on PESTO conditions. Units that fail to make timely reports on significant changes to PESTO conditions will not see FOM scores reflecting their true readiness conditions. Therefore, they will not be helped by computed assessment scores when they make their assessments.

5 Overview - Format In the following slides, we will introduce the five PESTO pillars which are calculated within DRRS-N for all Aircraft Carriers. Each section will discuss a specific pillar using the following format: An overview of the pillar The metrics, which drive the calculations of that pillar The inputs (authoritative data source) and data flow to DRRS-N The drill down analysis provided within DRRS-N The discussion format for each PESTO pillar will consist of: An overview of the pillar. The metrics, which drive the calculations. The inputs and data flow to DRRS-N. The drill down provided in DRRS-N.

6 PESTO Pillars - Personnel - Overview
The personnel (P) pillar represents a detailed capture of individual skills that affect the ability of a unit to perform its mission. The personnel metrics in DRRS-N tie the BUPERS process to Fleet readiness. The first pillar we are going to look at is the personnel pillar or P pillar. The biggest impact for the P pillar is that the bulk of unit level personnel data will be fed directly from the Bureau of Naval Personnel, known as BUPERS. This provides greater visibility to how navy manning impacts operational readiness. The P pillar also pulls schools requirement and accomplishment information from FLTMPS as a contributor to individual training readiness.

PFOM – Calculated for each NMET then averaged up to provide a PFOM score for each Capability Area PFOM is the compilation of [requirements - gaps / requirements] in the following areas: Active (AC) and Reserve (RC) Component officer and enlisted rating Fit AC and RC enlisted NEC Fit Government civilian Fit –generally not applicable to fleet units (no civilian billets on AMD) T&E school requirements (as set out by the command in FLTMPS) (Same as on screen text)

The personnel metrics provide an analysis of the gaps in manning. The formula in its basic form measures Skill Requirements less Skill Gaps divided by Skill Requirements.

The result of the calculation is an integer which is normalized to a whole number. If a unit does not possess one of the requirements listed above (e.g. a ship does not have civilians), then that requirement is left blank. PFOM = (Rs – Gs) = (342 – 72) = Rs 79

All CVN Personnel Departments are required to report personnel data. PFOM, the data management and decision support system, collects, tracks, and analyzes personnel data received from Ashore manpower databases. The results of the algorithms within PFOM are fed to DRRS-N. For PFOM to provide an accurate picture of manpower readiness for a unit, personnel transaction information has to be fed back to the Shore data systems in a timely and accurate manner.

The Personnel Details window displays source data that is imported from the PFOM database, as mapped skills are calculated and transmitted to DRRS-N. A link to the PFOM Mapper is provided for users who have PFOM Mapper accounts. At the top of every details window is a standardized header that shows the unit name, capability, score, UIC, tasks, etc. Then below the standardized header is the specific NMET information. The Personnel Details window provides two views for reviewing personnel data: a Statistics View and a COB (Current On Board) View. The Statistics View provides basic personnel statistics that pertain to billets required for the selected MET, and gaps between filled and unfilled billets. The COB View provides information about personnel currently assigned to the selected Unit of Interest. 342 72 79 PFOM = (Rs – Gs) = (342 – 72) = Rs

The equipment (E) pillar represents the equipment material condition for performing each assigned NMET and capability MFOM (Maintenance Figure of Merit) calculates values for equipment material condition readiness based on input from Current Ship's Maintenance Project (CSMP) and CASREPs. CSMP is a database of Maintenance Action Forms (2-Kilos). 'E' Pillar accuracy is totally dependent on the accuracy of manually encoded data in individual 2-Kilos in the CSMP. The equipment (E) pillar represents the equipment material condition for performing each assigned NMET and capability. MFOM (Maintenance Figure of Merit) calculates values for equipment material condition readiness. MFOM rates the importance of maintenance jobs by using a numerical scale of , and provides a priority-ranked Consolidated Ship's Maintenance Plan (CSMP).

For tasks, where equipment is required, systems are weighted by major component and sub-component, and are mapped to those tasks MFOM compiles task-to-equipment mappings, applies equipment condition data from CSMP & CASREPs and generates MFOM data for DRRS-N MFOM uses mathematical algorithms, along with ship models, to calculate material condition readiness values and screening values for individual maintenance actions. These calculated values are combined with cost information to generate the cost of readiness. Systems are weighted by major component and sub-component, and are mapped to those tasks. CSMP (essentially MFOM afloat) collects the equipment data at the unit level. MFOM compiles the task-to-equipment mappings and applies the equipment condition data from CSMP to generate the MFOM data in DRRS-N.

MFOM’s material readiness “algorithm” rolls-up Parent and Child systems that map to an NTA. Note: The modified weighted average prevents the next higher level of indenture from being any higher than the lowest critical EOC

PESTO Pillars - Equipment - Metrics MFOM MODEL MOTOR DRIVEN FIREPUMP #3 (SIMPLIFIED CONFIGURATION) FIREMAIN LOOP #1 MDFP #1 MDFP #3 MDFP #2 All of the equipment in the MFOM CVN 68 Class model is arranged in functional parent-child relationships within the MFOM database. In this simplified example, Firemain Loop #1 has 3 children: Motor Driven Fire Pumps #1, #2, #3. If Fire Pump #1 fails, #2 and #3 can fully provide all the pressure Firemain Loop #1 needs. These 3 fire pumps are in a horizontal relationship. In the MDFP #3 “family” shown there are 6 children and one grandchild (the Remote operator is a child of the controller). Each child is assigned an impact value which determines how much effect much effect the child’s failure has on its parent. The pump and the motor are critical, if either fails, MFOM will compute the entire fire pump as down. Work candidates in the CSMP tell the model what equipment (RIN) has failed and how badly (Status code). In the actual model: MDFP #3 has 9 children and 20 grandchildren. The CVN-68 Class model consists of 175,000 records, representing the equipment on your ship. Each record has a relationship to its parent, children or siblings. Not shown here is the configuration RIN that specifies which item the work candidate is describing. For example: Narrative: “NUMBER 3 ICE MACHINE HAS BURNT MOTOR XXX REPLACE MOTOR” Narrative is not used by MFOM. Status code = 2 (non operational) : correct use of Status code (matches the narrative) RIN = = Forward galley MFOM calculates the entire forward galley as non-operational, which is a severe degradation to Mobility. Thus, CSMP quality is essential to MFOM. 100 is good 0 is bad

18 PESTO Pillars - Equipment - Inputs/Data Flow
All CVN Maintenance Departments are required to report equipment data. MFOM receives inputs from the Consolidated Ship’s Maintenance Plan (CSMP) in the Operational Maintenance Management System-Next Generation (OMMNS-NG). CVN MRAS also receives data from the same source. You have MRAS on board now. Its first purpose is to allows ships to test their CSMP uplines before the data leaves the ship. Testing will determine if something in the upline will result in an unintended change in the readiness calculations, usually due to an error in a Status code or RIN assignment. The second purpose is to allow the Group Commander to view the readiness of the each of the units in the strike group. MFOM, the materiel readiness reporting tool for ship systems, calculates and reports a percentage of readiness for shipboard equipment and systems based on the documented materiel condition. MFOM uses standard materiel reporting tools.

19 PESTO Pillars – CVN Model Issues
Because of the way in which the CVN Model works in MFOM, a single failure in one sub-system (JBD in this example) can erroneously cause a Red in the NTA score. If the E Pillar score does not make sense, contact your TYCOM. The CVN computer model is extremely complex. 175,000 records arranged in a multi-level hierarchal structure. There are errors in the structure which are exacerbated by errors in the 2-Kilos and CASREPs which feed material status to the model. This error was identified when a sailor scheduled a PM check on a JBD. Next month, the JBD would have to be tagged out so the sailor logged the JBD as non-operational. MFOM saw the JBD as down..now. An error in the MFOM model resulted in a 75% reduction in STW. The model error has been fixed. We don’t know what happened to the sailor. 1. PESTO Pillars - Supply - Metrics The S pillar represents supply data generated by the aircraft carrier which is imported into DRRS-N by the carrier readiness team Ashore Data from the carriers is provided through: R-Supply Database NALCOMIS Database AMSRR Reports OPREP-5 Feeders SFOM value is calculated to represent the unique supply value for each applicable NMET 25 measures are used to calculate the applicable SFOM value for each respective Naval Tactical Task (NTA) The S pillar inputs its data into DRRS-N via the web input tool. This is managed by CNAF Force Supply who receives inputs from the carriers through R-Supply, NALCOMIS, AMSRR and OPREP-5 Feeders. The metrics in SFOM are the same for every CVN class. However, how the TYCOM resources and tasks CVNs (in terms of supply), requires breaking them down into two groups: Force level and unit level supply. The measurements differ for Force level and Unit level assets but are consistent with CMP reporting requirements. You can see from the graphic at the bottom of the screen, that the weights assigned to the four major supply areas (Repair parts, Fuel, and Provisions) are the same for all CVN classes. All CVN Supply Departments are required to report supply data. Data, from reports, is entered into the Shore database via the FAST (Fleet Assistance and Shipboard Training) team, which is located at NAS North Island. SFOM itself (unlike PFOM and MFOM is not a database. SFOM is really a collection point on a server where the supply data is applied to the SFOM metrics to generate the SFOM values that are displayed in S pillar of DRRS-N.

Additional details for the other areas that contribute to the SFOM score The Supply Details window provides a weighted percentage and score for each supply category (e.g. fuel or provisions) that is associated with CVNs. In addition, for each subcategory of a supply category, a list of measures are displayed with their associated measure, nomenclature, unit of measurement, date, and score information

CV-SHARP is the carrier’s source system that collects performance and experience data for each NMET and provides it to NTIMS. The numerous metrics that make up the performance and experience factors are calculated, and/or stored in NTIMS. The output to DRRS-N is a training readiness factor for each NMET that is calculated by multiplying the P and E factor for that NMET. E (experience) Sub-Events in NTIMS are CVN Training Matrix Tasks. P (performance) NMET Standards are linked to Sub-Events in CV-SHARP and scored as watch ‘grade sheet’.

All CVN Training Departments are required to report training data in CV-SHARP. CV-SHARP reports observed measure assessment and NWTP (Navy Warfare Training Plan) subevent completion activity. NTIMS, a data management and decision support system, collects and tracks data received from CV-SHARP, that passes through ADW, and compares the training data with NMET standards and exercise completions. The results are fed to the DRRS-N. DRRS-N presents the results of the calculations as the TFOM, training pillar, and the data as drill down. DRRS-N presents the results of the calculations as the TFOM and the data as ‘drill-down’. Note: Barriers exist that that complicate the ability to transmit data from CV-SHARP to NTIMS. These barriers include the fact that the CV-SHARP collection program is not connected to the SIPRNET. Therefore any data captured must be transported to the reporting repository. This is currently done by a representative of the CV-SHARP program. (Supplemental Information) ADW is just a repository of CV-SHARP data. All the CVN T pillar calculations are done in NTIMS and NTIMS just pulls the CV-SHARP data from the ADW.

We have covered the 5 PESTO pillars. Each is supported by unique feeder systems which provide data supporting MET resource figures of merit. As shown, the CDR has the capability to “drill down” into the PESTO data and see the data supporting the particular resource FOM as he/she makes their task and core assessments. This PESTO FOM can only be as accurate as the source data. Your diligence in the timely and accurate reporting of resource changes through the supporting data systems will improve the accuracy of displayed FOMs and ensure that shore enterprises supporting you have the best information.
