1 40 YEARS OF WOMEN, INFANTS AND CHILDREN A ROMANCE The story of WIC and Burger, Carroll & Associates, Inc.

2 In 1974 WIC Began, and … Julie Carroll was raised in Iowa, the daughter of a USDA Extension Agent and a school teacher In 1974 she enrolled in a Home Economics degree program at Northern Arizona University, Flagstaff

3 And … Art Burger enrolled in a political science/public administration program at the University of California, Riverside

4 And We Learned About WIC Julie went on to grad school at the University of Arizona and majored in Nutrition Science and began working as a extension aide where she saw first hand the early work of the WIC Program Art went on to grad school at the University of California and majored in public law and administration and while working on an NSF study of intergovernmental relations and learned about the growth of the new categorical grant called WIC

5 After Graduating They Both Went to Work in WIC Julie went to work as the WIC Nutritionist for the White Mountain Apache program Art went to work as the manager of the first national study of fraud and abuse in the WIC Program (e.g. Analogs Study)

6 They Met at the National WIC Conference in 1984, when Julie was the New Mexico State WIC Director and Art had begun advising WIC Technology Projects

7 In 1988 Julie entered the Nutritional Epidemiology doctoral program and UC Berkeley Art and Julie got married And in January 1989 they started Burger, Carroll & Associates, Inc.

8 Twenty Five Years of the Family Business Between 1989 and 2014 4 Burgers, 5 Carrolls, 4 former WIC directors, 2 former WIC nutritionists and 2 former WIC vendor managers worked for BCA BCA assisted WIC through 4 generations of technology, including all 3 SAMs, assisted SNAP and early WIC EBT implementations, and conducted numerous evaluations of cost containment, administrative funding, vendor management, nutrition education, and breastfeeding promotion and support programs From Alaska to Puerto Rico to the bottom of the Grand Canyon, all states in between and on to Europe and Asia
