3 3 ERCOT Nodal Protocols section: 8.1.1.2.1.4 ( 5)The Resource Entity shall perform the Automatic Voltage Regulator (AVR) tests and shall supply AVR data as specified in the Operating Guides. The AVR tests must be performed on initial qualification. The AVR tests must be conducted at a time agreed on in advance by the Resource Entity, its QSE, the applicable TSP and ERCOT. Nodal Operating Guide section: 2.2.5 The test reports should include the minimum and maximum excitation limiters, volts/hertz settings, gain and time constants, type of voltage regulator control function, date tested, and voltage regulator control setting. Performance can be evaluated by changing the AVR voltage set point between it’s high set point and low set point values Automatic Voltage Regulator (AVR)

4 4 ERCOT AVR Performance Test Submittal Guidelines Please submit data in the following format for AVR Performance Test submittal: Time Stamp (1 sample per 4 seconds resolution minimum) AVR Set Point Actual Voltage at Monitored Terminals Note: These values should not be attained by manual switching static reactive devices Q OUT Gross MVAR output of the Unit Note: These values should not be attained by manual switching static reactive devices The test should demonstrate an increase and decrease of the AVR set point voltage. Additional AVR test documentation is not required however may aid in the approval process.

5 5 –Droop setting shall not to exceed 5% with a maximum frequency Dead-Band not to exceed ± 0.036Hz. –The test should be conducted both with positive and negative frequency offsets (±0.20 Hz). –Test is considered successful if after the offset signal becomes active at least 70% of the calculated MW contribution is delivered within 16 seconds and the response is maintained for an additional 30 seconds. PFR Testing (NOP Guide Section 2.2.7)

6 6 Nodal Protocols – Reactive Capability NP 3.15 (2): Units Required to Provide VSS All Generation Resources (including self-serve generating units) that have a gross generating unit rating greater than 20 MVA or those units connected at the same Point of Interconnection (POI) that have gross generating unit ratings aggregating to greater than 20 MVA, that supply power to the ERCOT Transmission Grid, shall provide Voltage Support Service (VSS). NP 3.15 (2): Units Required to Provide VSS All Generation Resources (including self-serve generating units) that have a gross generating unit rating greater than 20 MVA or those units connected at the same Point of Interconnection (POI) that have gross generating unit ratings aggregating to greater than 20 MVA, that supply power to the ERCOT Transmission Grid, shall provide Voltage Support Service (VSS). Reactive capability tests are performed on initial qualification and at a minimum of once every two years. ERCOT may require additional testing if it has information indicating that current data is inaccurate. The Resource Entity is not obligated to place Generation Resources On-Line solely for the purposes of testing. The reactive capability tests must be conducted at a time agreed to in advance by the Resource Entity, its QSE, the applicable TSP, and ERCOT. NP 8.1.1.2.1.4 (2): Reactive Testing Requirement The Resource Entity shall conduct reactive capacity qualification tests to verify the maximum leading and lagging reactive capability of all Generation Resources required to provide VSS. Reactive capability tests are performed on initial qualification and at a minimum of once every two years. ERCOT may require additional testing if it has information indicating that current data is inaccurate. The Resource Entity is not obligated to place Generation Resources On-Line solely for the purposes of testing. The reactive capability tests must be conducted at a time agreed to in advance by the Resource Entity, its QSE, the applicable TSP, and ERCOT.

7 7 Nodal operating guide section: 2.2.6Power System Stabilizers (3)The Generation Resource shall establish PSS settings to dampen modes with oscillations within the range of 0.2 Hz to 2 Hz. The PSS settings shall be tested and tuned to ensure the PSS has appropriate damping characteristics. Final PSS settings shall be provided to ERCOT and the TSP within 30 days of the PSS in-service date. (6)If it is determined that a change in PSS settings or the addition of a PSS to a synchronous Generation Resource would improve overall system performance, ERCOT shall coordinate with the Generation Resource owner to determine appropriate settings. Within 180 days of determining appropriate settings, the Generation Resource owner shall revise the PSS setting and/or install the PSS. Any PSS setting established pursuant to this section shall be established to dampen modes with oscillations as directed by ERCOT and place the PSS in-service. Final PSS settings shall be provided to ERCOT and the TSP within 30 days of the PSS in-service date.
