2 2 2 Registrant Requirements (2010 & 2011) Safe Handling Information for Handlers Information for First Responders Information for Communities Training for Certified Applicators

3 3 3 Safe Handling Information for Handlers (2010) Registrants must develop and disseminate basic safety information for handlers – Increase fumigant handlers’ safety awareness Must include information on: – Safe handling practices – Respiratory protection – Early signs of exposure – What to do in case of exposure or emergency Certified applicators must ensure handlers have received the information within the last year

4 4 4 Information for First Responders (2011) Registrants provide first responders in high- fumigant use areas with information to help ensure appropriate responses to incidents Must include information on: – How to recognize fumigant exposure incidents – How to treat exposures – How fumigant exposure differs from other types of chemical exposures – Material safety data sheets

5 5 5 Information for Communities (2011) Registrants will develop and disseminate programs to provide information to high-use communities Includes a means to evaluate the program’s effectiveness Must include information on: – What soil fumigants are and how they work – What buffer zones are and how they work – Early signs and symptoms of exposure – Appropriate steps to take to mitigate exposures – What to do in case of an emergency – How to report an incident – What buffer zone warning signs mean EPA encourages registrants to work with existing community resources to implement the programs

6 6 6 Training for Certified Applicators (2011) Registrants must develop and disseminate training for certified applicators in charge of fumigations – Increase knowledge and skill Must include information on: – How to correctly apply fumigants – How to protect workers and others – How to comply with new label requirements

7 EPA Review of Registrant Programs Registrants must submit proposals for programs in response to Data Call-Ins Proposals must address content and format for training delivery REDs encourage registrants to work with states in developing programs EPA PRD will coordinate review of proposals with FEAD PRD has invited CTAG, AAPSE, and other training experts to participate in the review 7

8 Tracking Registrants required to – Provide documentation to persons who successfully complete training – Develop databases to track applicators who successfully complete training – Make databases available to enforcement officials States would need similar means to document and track applicators who have met state criteria in lieu of registrant training 8
