1 Workshop 1 b. Culture for innovation: The role of culture in local and regional development, and its impact on economic growth What is ‘culture’ and how to measure its role in and for society? A pragmatic move towards a broad (anthropological) definition of culture; A traditional cultural institution like a museum is part of the CCI´s; there you also find new elements like film, DVD:s etc. Museums has always been linked to creativity and the society. 2 In the EU steering documents cultural diversity, globalisation and digitization are regarded as key drivers for development

3 The European level Green Paper (2010), Year of creativity and innovation (2009), Agenda for Culture 2007 and EU Cultural Programme 2007-2013 A need for better knowledge about innovation models in the cultural sector. Culture has a value as such, but what about its potential for economic growth? More applied research is needed. Funds are available in the FP7 SSH-programme. Does culture strengthen a social capital that promotes creativity and innovations? (M. Paasi)

4 EU Regional Policy Support of CCI´s, especially SME´s, can foster innovation in other sectors of a regions´s economy Funding for culture available from ERDF; i.e. heritage, infrastructure, cultural participation etc. Priorities and needs are (best) defined on the regional level Cross-sectoral funding is important (V. 5 National initiatives; France New digital Technologies (in the Internet world) challanges issues on copyrights, the situation for the music industry, printed books etc. A need to reinvent new models, not to decrease the support of traditional culture; anti-pirat legislation, positive stimula for legal down-loading, more resources for digitization of the culture heritage, support to SME´s Different VAT-levels between countries a problem (F. 6 National initiatives: Wallonie, Belgium Establishment of START, a public company for the funding of SME’s, small firms that won´t get financing from banks etc. Performing arts, festivals, videogames, radio etc. New companies; they have to show how to go from ideas to practice Start gives max. 50 % of the budget (V. 7 City - Stuttgart City planning for the future. What comes after the automobile industry? A need for applied research and mapping Who are the CCI´s and what do they produce? In Stuttgart the CCI´s mainly produce services to other economic sectors – so far CCI´s has a big potential for the future. The city facilitates via net-working, match-making, office facilities (B. Hartmann)

8 In summary CCI’s has a potential to be EU´s salvator…but we don´t really no how; more applied research is needed We have to face the (in some cases negative) effects of the digital revolution in a constructive way; take the opportunities! There is a need for special funding of SME´s among the CCI´s (often micro-enterprizes) Regional support to the CCI´s should be made across sectors; ’industrial’ funds also to culture Mats Rolén, Sept. 9, 2010
