4 What is Strategic Environmental Assessment (SEA)?
“A formalized, systematic, and comprehensive process for evaluating the environmental effects of a policy, plan or programme (PPP) and its alternatives.” (Therivel et al., 1992) Strategic Environmental Assessment

(Cont’d) The strategic component of a SEA refers to the set of objectives, principles and policies that give shape to the vision and development intentions incorporated in a policy, plan or program (PPP) SEAs deal with concepts and goals, not with particular activities SEAs aims to prevent unacceptable environmental damage Strategic Environmental Assessment

6 What are Policies, Plans and Programs?
Policy: a general course of action or proposed overall direction that a government is, or will be implementing Plan: a purposeful, forward-looking strategy or design that elaborates and implements policy Program: a coherent, organized agency or schedule of commitments, proposals, instruments and/or activities that elaborates and implements policy Strategic Environmental Assessment

7 Distinction between SEA and Project-Level EIA
SEA is broader in scope and used for strategic planning Project-level EIA addresses specific issues and impacts at specific locations SEAs do not replace project-level EIAs Project-level EIAs are necessary to provide detailed analysis Strategic Environmental Assessment

23 SEA as a Tool For Environmental Planning
Define goals and criteria Examine land-use trends for problems and ‘hot-spots’ Develop future scenarios Predict likely effects Evaluate impacts and value of alternatives Modify alternative goals with new constraints Steps in a CEIA: Example #2 For larger-scale projects, a more exploratory approach to CEIA is needed than shown in Example #1. Potential impacts from multiple projects are strongly dependent on past history of development in an area. For large-scale assessments CEIA practitioners need practical tools for planning and evaluation given that the available information, time and budgets are often limited. The steps outlined below are a compromise between regulatory requirements and the ability of the best professional opinion to anticipate likely cumulative effects. 1. Define goals and criteria. At the start of a CEIA, agencies need to define the CEIA objectives, the primary indicators, how the results will be used, needed accuracy, and budget constraints on the CEIA. These steps are usually done through a series of intra-agencyworkshops. 2. Examine land-use trends for “hot-spots” and up-coming problems. Using spatial analysis (GIS analysis of current land-use patterns, historical development data, ecological classification maps), areas of potential cumulative impacts be identified. Part of this task is defining classes of land-use (e.g..... river habitat, wetland types) in sufficient detail that a comprehensive impact assessment can be done. 3. Develop future scenarios. In a consultative process with proponents, interest groups, and regulatory agencies, long-term goals for the region need to be clarified, and acceptable impact levels determined. Workshops, matrix analysis, and network diagram analysis are key tools for this. 4. Predict likely effects. This is a broad analysis, using expected levels of system “carrying capacity”, indices of water, air, soil quality, and economic and social indicators. Techniques include regional models (e.g..... water transport models), simple resource use models (e.g..... spreadsheets), structured flowcharts of impact pathways. 5. Evaluate impacts and value of alternatives. In combination with regional planners, the various scenarios are evaluated with methods like risk assessment, simulation models, or more qualitative ranking of significance (if data is poor), and tradeoffs between different scenarios determined. 5. Modify alternative goals. Representatives from regulatory agencies, interest groups, experts examine the results of step 5, and define permit requirements for proposed projects, or redefine development goals for the area, and conduct steps 3-5 again. Special attention should be given to projects with significant regional impacts, and to issues raised by special interest groups. Strategic Environmental Assessment

Lack of clear definition, established methodology and mechanisms for implementation Political resistance Difficulty defining when and how SEA should be applied (i.e., policies, plans and programs are generally nebulous, non-linear, complex and iterative making it difficult to know exactly what and when a policy should be assessed) Political resistance: process may threaten the freedom of top level policy makers to implement policy based on short term political will lack of experience (what factors to consider, what impacts might arise, how to predict/assess cumulative impacts) Strategic Environmental Assessment

Inherent complexity in analyzing policy impacts (e.g., high uncertainty, lack of knowledge, many and unclear cause and effect relationships) Tendency to apply assessment after policy has been developed Institutional difficulties in pursuing integrated policy and planning practices (e.g., difficulty in adopting holistic and broad scale thinking, inter-agency coordination, development of mutual policy) Strategic Environmental Assessment
