Is Your House Killing You? Or – the Residential Sector – not yet OH&S aware. Dr. Ian M. Eilenberg RMIT University, Melbourne One Country two Systems W99 – Hong Kong 2002

In 1999 – 444 workers fatally injured 2,300 people died as a direct result of exposure to hazardous substances at work ( CFMEU 2001)

In construction, the risk of accidents is double that of industry in general, and also the incidence of occupational disease is 50% higher than average (Samuelson 1994)

After the 9 th death on a building site in Melbourne in 2000, WorkCover issued the statement: Under WorkCover, zero tolerance policy for the construction industry, employees need not be injured for the safety authority to prosecute. If a company has a breach it will receive one notice only, and a second offence will result in prosecution.

Typical example – trenches A recent case where an officer was called in by the safety representative to discuss inadequate shoring – the officer ordered the workers out of the trench which subsequently collapsed. The builder was fined accordingly.

Codes of Practice – have specifically excluded residential sector. This is now changing with codes being specifically written for the residential builder

Builders carry out a lot of work on the weekends, particularly the small domestic sites. Unfortunately, it is on these types of sites that we continue to see problems. (Beacom 2001)
