1 PARTNERSHIP FUNDING PROGRAM Kawarthas Northumberland

2 Partnership Funding FACTS ∞RTO8 is eligible to receive $114,000 in partnership funding for the current fiscal year ∞Approved projects will be 50% matched by the Ministry of Tourism, Culture & Sport ∞Objective is to promote partnerships within the region and cross-regionally that will result in increased tourism visitation and spending ∞Projects must be completed by March 31, 2016

3 Partnership Funding FACTS ∞The funding program has been renewed in 2015-16 with no significant changes ∞Applications for 2015-16 can be submitted now until May 8, 2015 ∞“Partnership” is defined as the agreement of RTO8 to work with one or more entities on a specific project in support of the Kawarthas Northumberland Business & Marketing Plans ∞RTO8 is the project lead and the partner contributions “flow into” the RTO – they do not “flow through” to the partners. ∞Funds are only available to partners that are able to provide matching funds prior to project start

4 To apply for 2015-16 Partnership Funding you must: ∞Be a legal entity ∞Be able to write a cheque to RTO8 for the Partners’ contribution prior to project commencement ∞Be located within the geographical boundaries of the City of Kawartha Lakes, City and County of Peterborough and County of Northumberland ∞Provide proof of Commercial General Liability Insurance

5 To apply for 2015-16 Partnership Funding you will need to: ∞complete the application form ∞provide a detailed workplan for the project ∞provide a budget for the project

6 WHO can apply? ∞Destination Marketing Organizations ∞Municipal Tourism Organizations ∞BIA’s ∞Festivals and Events ∞Tourism Enterprises and Businesses (as individual organizations or as a consortium) such as Arts & Culture, Heritage, Agri-Culinary, Sports, Meetings & Conventions, etc.

7 Things to consider before applying: ∞Have you discussed your proposal with your local Tourism Authority (DMO, local Tourism Office, or Chamber of Commerce?) ∞Will your event/project result in bringing tourists from outside the Region in for an overnight stay? ∞Are you able to measure the increase in overnight stays and visitation? 1 of 2

8 Things to consider before applying: ∞Do you have insurance to cover the financial management of the event/project? (you will be expected to ensure that RTO8 is listed as one of the entities covered in the policy) ∞Have you applied for or received other grants, sponsorships, funding for this event/project? (if so, you will need to disclose them) 2 of 2

9 Disclosure of other Funding: ∞All applications require full disclosure of other funding granted to this initiative ∞Partners are not able to piggy-back or leverage other Ontario grants to access Partnership Funds (e.g. Celebrate Ontario, TIPP, TEMP, EODF, TDF grants)

11 Literary Destination: Develop new tourism asset and enhance cultural experience. Increase visitation to the region and greater average visitor spending. Build visitation opportunities through shoulder seasons.

12 Partners: Kawartha Trans Canada Trail, Municipality of Trent Hills, Eastern Ontario Trails Alliance and Peterborough-Hastings Trans Canada Trail Association Wayfinding System on the Trans Canada Trail: Provide high-quality trail user experience in Kawarthas Northumberland. Opportunity for trails users to get off the trail accessing ammenities and attractions. Build visitation opportunities throughout the year.

13 Wildfire Invitational CPGA Tour: National media coverage for Peterborough & Kawarthas and region valued at $1.2M. Economic impact generated $700,000 plus. Prestigious sporting event garnering incremental and new spectators.

14 Types of projects funded in the past: ∞Marketing campaign aimed at a particular priority group (e.g. Globus & 4th Line Theatre, Golden Beach Resort) ∞Expansion/improvement of already-developed product (i.e., Trail Signage) ∞Promotion and execution costs association with a signature event (e.g. PolarFest, Under the Lock Festival)

16 What is RTO8 looking for? ∞Is it cross-regional? ∞Does it bring outside visitors to the Region for overnight stays? ∞Can the economic impact be measured (i.e. increase in room-nights, dollars spent)? ∞Does it align with RTO8 priorities sectors for 2015-16 – Performing Arts, Visual Arts, Fishing/Angling, Culinary? ∞Is there a strong and multi-faceted partnership supporting the delivery of the project? Is the DMO supportive of the project?

17 What is MTCS looking for? ∞Is there a solid rationale/ need for this project in the region? ∞increase visitor spending, increase visitation, increase investment or improve customer experiences ∞build the capacity of the tourism industry ∞local or regional priority identified through a planning process (e.g. Destination Development, Premier-ranked Tourist Destinations Framework, regional strategic plan, public consultations) ∞economic benefit ∞is there strong market demand or evidence of future demand for this project?

18 What is MTCS looking for? ∞Does this project target core Ontario, U.S. markets or international markets identified by the Ontario Tourism Marketing Partnership Corporation in its segmentation research and marketing plans? ∞Are there defined project stages and milestones? ∞Are there defined key activities? ∞Are there defined RTO and partner roles based on the key activities? ∞Are there S.M.A.R.T performance measures? ∞Is the RTO the project manager/lead? ∞Is there a plan for acknowledgements/recognition?

19 What is eligible? ∞Marketing costs – print, digital, social media campaigns ∞Rental or creation of non-fixed assets – e.g. tent rentals, materials to animate or advertise, removable signage ∞Cost of hiring security or speakers/experts ∞Supplies needed to conduct the specific event/project

20 What is not eligible? ∞Salaries or percentage of salaries ∞Purchase of equipment required for regular business operations ∞Grants and flow-through to other organizations ∞Charitable fundraising ∞Donations to political parties or lobby groups ∞Capital expenses ∞Prize money ∞In-kind donations ∞Expenses that do not relate directly to the delivery of the initiative ∞Funding from Ontario government programs ∞Funds used for advocacy work, fundraising, hiring a lobbyist ∞Funds given to other organizations for operational funding, i.e. salaries and wages

21 How the money flows: ∞Once approved, RTO8 and the Partners enter into a contract for the delivery of the project and release of funds. ∞Once the contract is signed, RTO8 will invoice the Partners for their contributions. ∞RTO8 will pay ALL suppliers’ invoices directly. ∞All invoices must be addressed to: Regional Tourism Office 8 (RTO8) 175 George St. N Peterborough, ON K9J 3G6 ∞No invoices will be paid before RTO8 receives payment from the Partners (100% for single-source, 80% for multi-faceted partnerships)

23 Acknowledgement: Partners must acknowledge the provision of funds on all materials produced: ∞Brochures, Flyers, Ads ∞Video Credits, Banners ∞Press releases, etc.

25 Detailed Workplan ∞Who is doing what, when ∞Covers every stage of the initiative ∞No generic blanks ∞Specifics in the Marketing/Communications plan: digital/social vs. traditional which vehicles or publications when will the ads appear when will the campaign start/end

26 Detailed Budget ∞No generic blanks ∞Be specific (who, what, when and how much) ∞Include HST in estimates ∞Once set and approved, any changes to the budget require RTO 8 AND Ministry approval ∞Disclose all In-Kind donations and grants in Budget form ∞Attached Marketing Plan if large portion to go to advertising

27 Procurement Policy ∞The intent of a good tendering process is to ensure: Value for money The receipt of appropriate services; and The use of a transparent competitive process to identify the best person/organization to deliver the services/supplies required ∞Three written quotes (minimum) required when the purchase price exceeds $5,000 (unless the applicant can demonstrate that the supplies, equipment or services are specialised and not readily available.)

28 Reporting Requirements ∞Due 30 days after completion of project ∞Report to address the: use of funds performance measures outcomes achieved ∞Include hard and electronic copies of all materials produced including printed material, ads, photos, videos, etc.
