6 Other Guidelines for IEEE WG Meetings
May 2015 Other Guidelines for IEEE WG Meetings All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don’t discuss the status or substance of ongoing or threatened litigation. Don’t be silent if inappropriate topics are discussed… do formally object. If you have questions, contact the IEEE-SA Standards Board Patent Committee Administrator at or visit See IEEE-SA Standards Board Operations Manual, clause and “Promoting Competition and Innovation: What You Need to Know about the IEEE Standards Association's Antitrust and Competition Policy” for more details. This slide set is available at Rich Kennedy, MediaTek

7 Introduction May 2015 Purpose Scope Critical Issue Focus
Improve the working relationship between the technical experts and the regulatory specialists, especially when it comes to critical technical issues Scope The group will review new regulatory changes or impending changes affecting and standards Each meeting will focus on the most critical issue at the time Critical Issue Focus Direct impact on IEEE and current and future standards Response/Input deadlines Coordination with IEEE (RR-TAG) Coordination with the Wi-Fi Alliance Rich Kennedy, MediaTek

10 DSRC Coexistence TT Post Mortem
May 2015 DSRC Coexistence TT Post Mortem The WG approved sending the report to Vote was 53/48/34 The RR-TAG voted to send it to the EC if section 11 was deleted Vote was 8/1/1 The RR-TAG Chair attempted to get EC approval with no explanation EC was unable to understand any part of the process The Chair asked to make a “friendly” amendment, removing the USDOT opinion annex The EC Chair halted the process after 40 minutes, and moved the item off the agenda and proposed an eVote Rich Kennedy, MediaTek

11 Regulatory Updates May 2015
Status of LAA-LTE / IEEE coexistence studies ETSI BRAN update ETSI ERM TG11 update Globalstar in 2.4 GHz band (final?) update FCC Public Notice re LAA-LTE / LTE-U Rich Kennedy, MediaTek

12 May 2015 LAA-LTE/ Coexistence Discussion and actions in multiple organizations 3GPP will bring results of their simulations to the June ETS TC BRAN meeting Wi-Fi Alliance Coexistence TG preparing for simulations Hampered by lack of LAA-LTE detail Expect to bring results to the October meeting FCC to issue a Notice Of Inquiry (NOI) on the subject Announced at April Open Meeting Chairman said it would be published with 30 days Addresses both the 3.5 GHz and 5 GHz bands FCC already expressed concern about pre-standard LTE-U Rich Kennedy, MediaTek

15 Globalstar TLPS Update
May 2015 Globalstar TLPS Update Terrestrial Low Power Service in MHz Two-years in the works FCC set up informal testing (the Demo) at FCC headquarters Globalstar reported there was no interference into Wi-Fi or Bluetooth All Globalstar equipment is enterprise grade Testing had to include consumer grade equipment as well CableLabs test report shows 65% degradation on channel 11 Bluetooth SIG reported severe interference Globalstar disputes all test results that do not agree with theirs FCC still undecided; is very concerned about interference into Wi-Fi Rich Kennedy, MediaTek

16 May 2015 FCC LAA-LTE PN FCC Chairman Wheeler issued a Public Notice with questions to help them understand the impact of LAA-LTA and LTE-U on Wi-Fi FCC DA FCC understanding LAA-LTE is 3GPP version LTE-U is pre-standard version Most question can only be answered by someone with intimate knowledge of the proposed technologies and deployment timelines Rich Kennedy, MediaTek

17 FCC 15-47 The Radio Equipment Directive NGMN Liaison
May 2015 Actions Required FCC 15-47 The Radio Equipment Directive NGMN Liaison Rich Kennedy, MediaTek

18 FCC 15-47 R&O and Second FNPRM New Spectrum Sharing method
May 2015 FCC 15-47 R&O and Second FNPRM New Spectrum Sharing method Three levels of access to the 3.5 GHz band Licensed Incumbents Priority Access Licenses General Authorized Access Database control via Spectrum Access System Environmental Sensing Capability (ESC) More details in 11-15/0542r0 Action required: review the Second FNPRM and provide Comments Rich Kennedy, MediaTek

19 May 2015 FCC Public Notice DA FCC questions about LTE in unlicensed spectrum What different variations of LTE in unlicensed spectrum (e.g., LTE-U, LAA) are under active development or on a roadmap for future development?  How do they relate to one another in terms of technology, potential use, and timing of availability? What is the current state of development of the LTE-U and LAA standards and what is the anticipated schedule for completion of the LTE-U and LAA standards? What is the status of coordination between 3GPP and the IEEE on LTE-U and LAA, and what is the process for coming to agreement on appropriate sharing characteristics to ensure co-existence with the IEEE family of standards? What are the anticipated technical characteristics (e.g. bandwidth(s), listen-before-talk, transmission durations, etc.) of LTE-U and LAA? What tests or analyses have been performed to understand the impact of LTE-U and LAA on the existing commercial wireless and unlicensed ecosystems? Rich Kennedy, MediaTek

20 May 2015 FCC Public Notice DA FCC questions about LTE in unlicensed spectrum Precisely how will LAA integrate licensed and unlicensed carriers, particularly with regard to controlling access to spectrum? To what extent is a standalone form of LTE-U being developed, that is, a form that can operate without a licensed primary channel? Are existing devices capable of software upgrades to implement LTE-U and LAA? What frequency bands are envisioned for deployment of LTE-U and LAA? What plans do carriers and manufacturers have for pre-standard deployment of LTE-U and LAA equipment including possible upgrades to 3GPP-based LTE-U or LAA and how would the above questions (particularly with respect to coexistence issues) be addressed relative to pre-standard versions of LTE-U and LAA? Rich Kennedy, MediaTek

21 The Radio Equipment Directive
May 2015 The Radio Equipment Directive Replaces the R&TTE for wireless technology market access Addition of receiver characteristics requirements to improve efficient spectrum utilization Receiver blocking Receiver selectivity Goes into effect June 2016 Becomes mandatory June 2017 All wireless harmonized standards must be revised EN (2.4 GHz) EN (5 GHz) EN (60 GHz) EN (TVWS) Action required: review receiver characteristics and provide inputs to ETSI Rich Kennedy, MediaTek
