4 It became a permanent court with full time judges on 1 November 1998, to replace the old structure of 1950. All member states of the council of Europe have to sign and to ratify the convention. Judges are elected and re-elected every 6 years. The Court is divided into five sections, each section selects a Chamber, a President and some judges.
