(1) A key strategy for Local Government Leadership, strategy 1.7, in Existing Buildings Energy Efficiency draft Action Plan California Energy Commission Commissioner Andrew McAllister Martha Brook May 7, 2015 Local Government Energy Challenge

Goal 2 3 4 5 (2) Action Plan recognizes a need for long-term government commitment for energy efficiency to meet state goals Why local governments? –Local governments have critical jurisdiction over building and land use –Local governments have a unique connection and duty to respond to constituents –Estimated 35-40k local government buildings –Great opportunity for innovation but lack of consistent funding Objective

Goal 2 3 4 5 (3) Performance-based efficiency improvements Reward measured savings Allow funds spent on effective approaches to confirm project savings Diverse participants Geographic and demographic diversity Encourage participation from small, disadvantaged cities and large, resourceful cities Scope

Goal 2 3 4 5 (4) Aggressive, early implementation Efficiency upgrades for public buildings Nonresidential and multifamily benchmarking and disclosure Streamlined permitting and compliance Data-driven, community-wide energy planning Audit/assessment requirements at specific trigger points Significant increases in projects and project flow –Residential and small commercial upgrades Project Area Examples

Goal 2 3 4 5 (5) Example of eligibility criteria to increase success Signed commitments from city leaders and strategic partners Baseline building energy use data is known or utilities have committed to provide Savings tracking mechanisms in place or well developed Specific community needs are targeted –Low-income –Pre-standards building stock Proposed projects are consistent with Climate and Energy Action Plans Implementation

Goal 2 3 4 5 (6) Expected outcomes and benefits Significant increase in residential and commercial energy efficiency upgrades facilitated by local governments Local governments demonstrate leadership by accomplishing deep energy retrofits in government buildings Effective methods to track and publish energy efficiency project results Local governments become lead point-of-contact for energy and water efficiency solutions Best practices and lessons learned for wider implementation Outcomes
