4/16/2017 MITRE Is an Operator of FFRDCs The MITRE Corporation operates three FFRDCs, each under the sponsorship of a government organization. Center for Connected Government Sponsored by the Internal Revenue Service (1998) Center for Advanced Aviation System Development Sponsored by the Federal Aviation Administration (1990) Command, Control, Communications, and Intelligence Center Sponsored by the Department of Defense (1958) On June 30, 1956, 128 peopled died as two airliners that had taken off from Los Angeles collided over the Grand Canyon—at the time, the worst air disaster in US history. This accident highlighted the need for a better approach to air traffic control. “Soon after its founding, MITRE began supporting civilian authorities in the automation of the National Air Space, and over the years became a significant resource to the FAA.” (Architects) “In 1990, the FAA identified and formalized a need for a long-term relationship with an independent R&D entity that would provide an essential research and engineering capability to support the FAA’s mission. One of the primary aspects of the mission is to provide a safe, secure, and efficient global aviation system that contributes to the national economy, productivity, security, and the promotion of US aviation interests. Based on a long prior relationship, which was a de facto FFRDC relationship, an agreement was entered into between The MITRE Corporation and the FAA for a 5-year period of time.” (FAA Sponsoring Agreement) In the fall of 1998, the IRS opened a competition for a new FFRDC to assist it in its ongoing effort to modernize the agency and its systems for tax administration. Citing MITRE’s ability to bring all its considerable experience and expertise to bear on their behalf, its comprehensive understanding of the IRS’s problems, and its ability to field a coherent team, the IRS chose MITRE. MITRE established and began operation of the Center for Strategic Tax Administration Modernization. Today, that FFRDC, known within MITRE as the Center for Enterprise Modernization (CEM), advances enterprise modernization and more effective operations within the IRS and across a wide range of civilian government agencies. The work performed by an FFRDC is defined by a Sponsoring Agreement, unique to FFRDCs, that describes the context in which work is to be performed. 2 MITRE 9/10/09
