1 Local Government’s and jet fuel pipeline operator’s lack of due diligence to accurately answer safety questions by their citizens and the Pipeline Safety Trust. Large 32 inch and 16 inch Pacific Gas and Electric Company Pipelines running parallel to the jet fuel lines through a residential area and 20-60 years old.

9 This project had many goals. The major goal of the project was to address the issue of transmission pipelines and their lifespan in corrosive Wetland soil. Another goal was to collect data that will help develop a pipeline safety plan that addresses issues of aging pipelines that are part of the community infrastructure. These are too frequently neglected and until a spill or accident occurs threatening public safety as well as posing a threat to the environment and the ecologically sensitive Suisun Marsh and adjacent wetlands. Another goal was to initiate a dialogue between pipeline operators, local government officials and the public.

10 We needed voluntary cooperation from Travis Air Force Base and PG&E to gather data on dates, materials, and testing results. We also needed input from both operators on future maintenance and safety steps to protect the community and ecosystem.

12 These were the results of my Freedom of Information Act (FOIA) request to Travis Air Force Base, Army Corp of Engineers, and Department of the Navy asking for : Maintenance Records Installation Records Cathodic Protection type Military Specs on pipelines Pipeline Coating type

13 Using an earlier received email from the Public Affairs Officer stating the Electric Shop personnel inspected the pipeline once a month and type of pipe. Used a letter from the Former Base Commander to the Pipeline Safety Trust with a statement that the Base had the Pipeline and Hazardous Material Safety Administration look at their records. And I waited and waited. I decided to go over their heads!

15 Enough money and time to continue the study of the results from the Jet fuel leak. Questionable information that shows that the leak had actually stopped completely. Recent private findings showing Petroleum Hydrocarbons have been found 3 blocks away in sand-layered core samples while looking for ground water levels. There are not any other sources. Tidal influences in the slough should have flushed any old possible spill traces away.

16 My request to PG&E to join in this study was answered slowly, but positively. They realized after some discussions that a $50,000 Grant, with only half of the study on them, could not be an in depth analysis that could hurt them. The cooperation was great and welcome!

18 Money enough to do an analysis of welds and the sections of pipelines removed by PG&E during their replacement for making them capable for pig insertion. This to meet 2012 PHMSA’s deadline. Analysis of the pipelines corrosion wrapping and coatings. Internal and external inspection looking for macroscopic corrosion.
