13 111(b) - Greenhouse Gas Regulations for new Utilities EPA re-proposed "Standards of Performance for Greenhouse Gas Emissions for New Stationary Sources: Electric Utility Generating Units,“ on January 8, 2014 with a June 10, 2014 comment deadline Best system of emission reduction (BSER) for new natural gas-fired plants is Natural Gas Combined Cycle (NGCC) BSER for new coal-fired EGUs is Integrated Gas Combined Cycle (IGCC) with partial carbon capture and sequestration (CCS) 13

14 111(d) - Emission Guidelines for Existing Power Plants EPA directed by the President to engage with stakeholders, and build on what many states have already done to cut carbon pollution Proposal by June 1, 2014 Issue final guidelines by June 1, 2015 Require States to submit plans required under section 111(d) of the Clean Air Act by June 30, 2016 14

15 111(d) - Emission Guidelines for Existing Power Plants Under 111(d), EPA issues guidelines for states to use in developing plans to achieve the required emission reductions. The state plans are submitted to EPA for approval. EPA held a series of listening sessions and discussions with stakeholders in Fall 2013 Source-based approach? Focus on emission reduction measures to occur at the power plant (e.g., energy efficiency projects)? System-based approach? Cap-and-Trade similar to the RGGI program in the NE states? No CCS requirement for existing coal-fired units 15
