7 1.Interventions (public & private) must be smart, integrated and paying balanced attention to the 5 Is (Incentives, Infrastructure, Inputs, Innovations, and Institutions). 2.We should develop and/or strengthen institutional frameworks (public and private) for building economies of scale and scope. 3.We use the EAC common market to facilitate local manufacturing of the fertilizers, machinery and other modern agricultural technologies/inputs, so as to make their adoption profitable. 4.We invest in expanding/enhancing capacity and skills (entrepreneurship, business and technical); and professionalism. 5.We effectively utilize the EAC Common Market as an instrument for making the agriculture sector more effective in wealth creation and food security 08 th Nov. 2013 Enhancing EAC Regional Integration in Agriculture 7

8 1.We invest in the development of demand-driven, integrated technologies and management practices benchmarked on international best practices. 2.We develop new curricula and/or revise existing ones (at least every five years) – for agricultural training institutions. 3.We Reduce the (actual and/or perceived) risk in agriculture financing. 08 th Nov. 2013 Enhancing EAC Regional Integration in Agriculture 8

9 1.We build strong leadership at all levels to take full charge in the thinking, planning, implementation, funding, M&E and accountability in relation to the agricultural sector. 2.We radically increase the quality of analysis to drive policy formulation, planning, implementation, and monitoring and evaluation. 3.We enhance the capacity of communities to fully understand their rights in the context of agricultural development so as to hold the leadership accountable. 4.We invest wisely the proceeds from oil, gas and other extractive sectors, for the development of economic sectors such as agriculture. 08 th Nov. 2013 Enhancing EAC Regional Integration in Agriculture 9

10 1.We mainstream ICT, and the social and mass media into agriculture - to create “pull” factors. 2.We establish a “Kilimo Youth Forum of East Africa”. 3.We rapidly increase the involvement of youth in the running of affairs targeting them with respect to agriculture. 08 th Nov. 2013 Enhancing EAC Regional Integration in Agriculture 10

11 What are requesting from you? 1.Identify and articulate NEW actions, investment and measurable results that are necessary and sufficient to turn the four thrusts to a reality. 2.Articulate Innovative ways to accelerate implementation of the strategies already agreed in the EAC and under the CAADP 3.Make specific recommendations for consideration by the Summit of Heads of EAC Partner States. 4.Identify actions required from the private sector. 08 th Nov. 2013 Enhancing EAC Regional Integration in Agriculture 11
