4 1.IRAQ IN BRIEF Location Iraq is located just north of equator and in the middle east, south west Asia, it neighbors, Turkey in North. Kuwait, Saudi Arabia and Arabic Gulf in the South, at the East Iran and at the West Syria and Jordan. Area The Federation Republic of Iraq are made up of 18 Governorates, 3 of them made one Federal territory, the others form the Central Government, their total area 440.000sq km. Baghdad is the capital of this country.

5 Population The multi – racial population of Iraq stands at 30 million with growth rate about 2.5 percent per annum. 7 Government Iraq practices parliamentary democracy with constitutional government. 8 Economy Iraq is one of the most rich countries in the production of petroleum and natural gas, this country have a good reserve of oil, it is expected to be one of the first world producers in the few next years, its also have a significant amounts of other materials in its different territories. Also it have enough Budget and manpower.

9 Iraq developed several industries at the beginning of the half of the 20 th century, most of them depending on the petroleum and natural gas, others from the plants and from local or imported raw materials. 12 Its organized after the first world war during the occupation by the British colonialism, it was started with simple products without existing at all for acceptable planning until the beginning of the 5th decade of the 20th century, it was the end of the 2nd World War. The World necessity to the Oil increased, Iraq became one of the most producers to this material.

13 The state encouraged the people to build many different types of industries by lending them to form enough capitals for running their mills, also assisted with a different scientific experts. Conversional industries and complexes had been built at different places in the country according to the presence of the raw materials in each region. Most of the industries that established depending on the petroleum and natural gas others from plants from local or imported raw materials such as, constructional, food, engineering, chemical, petrochemical and textiles … etc(. 14 The industrial establishments possessed by the state are larger than that of the private sector and most of the big industries belong to state. The small and medium enterprises mainly possessed by the private sector.

15 Iraqi industries during the 7th and 8th decades of the 20th century was in their best period and the quantity and quality of their products had been in good situation and for this reason Iraq became progressed from producer of raw material in to a progressive and fastest developing country in the middle east..

16 Hence followed by dropping gradually due to the repeated wars followed by blockade (siege) and terrorism. Another new challenge to Iraqi industries arise. It is the great appearance of the imported goods that have less price, nice finishing with high Quality from all the world especially after the great changes in the country at (2003), that make a tough competition to Domestic products. From all the above things Iraqi industry became in the undesired condition in many aspects Hence followed by dropping gradually due to the repeated wars followed by blockade (siege) and terrorism. Another new challenge to Iraqi industries arise. It is the great appearance of the imported goods that have less price, nice finishing with high Quality from all the world especially after the great changes in the country at (2003), that make a tough competition to Domestic products. From all the above things Iraqi industry became in the undesired condition in many aspects

17 The Iraqi state try to change this situation by encouraging the Iraqi and foreign, persons and companies to invest their capitals in many different projects. A new law delivered embolden for this purpose, this law contain an easy provided conditions, and due to that it expected that Iraq will over come on that problems within short time in future that make the country in the normal location in its region.

19 3- CENTRAL ORGANIZATION FOR STANDARDIZATION AND QUALITY CONTROL ( COSQC ( Origin Origin ) COSQC ) was established in July ( 1979 ) by the law No. 54 This Organization independent government agency and it is one of the most important institutions that belong to the ministry of planning and development co-operation. 20 STRUCTURE The employees in (COSQC) are specialized staff, they are working in 3 main Directorate connected to the president of the Organization each headed by general director, these Directorate are as follows:

21 A: Directorate of Standardization A: Directorate of Standardization Formed from 3 Departments, these are : Formed from 3 Departments, these are : 1. Department of Standards : Consist of 6 sections their staff are specialized in establishing Iraqi standards, these sections are for chemical and petrochemical, foods, engineering, textiles, Constructional and documentations.

22 2. Department of Metrology: formed from 5 sections, for the calibration and measurements. These sections are for Mechanical, Physical, electrical, legal and measurement and calibration of systems. 3. Department of hallmark: this Dep. Specialized in Gold, Silver and Jewelries.

23 B- Directorate of Quality Control Formed from 6 sections, specialized in Quality control, these are for (chemical, food, constructional, textile and engineering industries) and quality managements. C- Directorate of technical administration.

24 D- Another 5 Departments directly connected with president of (COSQC ), these are ( planning and development, Accreditation Lab, legal, Info and international co – operation and Audit.

26 Activities The activities of ( COSQC ) are all done and governed by special acts issued by the Iraqi government, it forces all bodies of the government and private sectors to be their industrial activities and any related task through this Establishment. Activities extend to cover all imported goods. 27 The most important activities as follows: The most important activities as follows: - Finding reliable Iraqi references for measurement criteria and methods of calibrations. - Providing Iraqi standards - Protecting consumers, producers as well as the environment, health and public safety.

28 - Developing Specialization in the field of standardization and Quality control as well as industrial property. -Preparing scientific methods for rational utilization of natural resources. -Supporting technological progress in productive and services.

29 -Protecting national and foreign inventions by registration and granting patents -Analysis and hallmark gold and silver and other precious metals -Professional training in Metrology, Quality control and Quality managements.

31 - Development and adoption of Iraqi product standards, these are compulsory and applied to both Iraqi products and imported goods, the developing of Iraqi standards is based mainly on international standards. 32 - Quality control activities, ( COSQC ) carries out technical visits to more than ( 4000 ) Iraqi companies and factories to inspect the products and the process of production, testing and checking the quality of domestic products and imported goods according to Iraqi standards,

34 Metrology activity : Metrology activity : -( COSQC ) is the only national body in Iraq which responsible for maintaining and improving national measurement standards, calibration of measurement standards for different industrial and service sectors in Iraq, calibration of all types of measuring instruments ( industrial metrology and legal metrology ), calibration of imported instruments before being in service and authorizing other laboratories for calibration activities.

35 -Accreditation of laboratories : ( COSQC ) is the only national body in Iraq which has authority to accredit testing and calibration laboratories according to ISO standard ( 17025 ), the department which is responsible for this activity is newly established and the stage of organizing.

36 -Testing analysis and marking of gold and silvery jewelary and Inspection of goldsmith shops and granting licenses for goldsmith under specification and certain conditions. -Registration and granting patents

38 5- CONCLUSION From all the previous activities and functions of ( COSQC ) which started by the development of standards, inspections, testing and ending by evaluation of the Domestic or imported goods which are made by specialized staff, the meaning of all that, there is a great duties will perform in order to develop all the sectors of the life even it may be small..

39 The enterprises have their enough share from these activities. ( COSQC ) oblige the distinct enterprises annually depending on the continuous conformations of their products at the annual day of (COSQC) at the end of the year, this means these bodies will increase their efforts to develop their productions.
