3 3 Session Objectives 1.Overview of the Puerto Rico Department of Health (PRDoH) federal grant programs 2.Discuss how federal funds have provided valuable resources and financial assistance to diverse PRDoH programs in order to advance our operational goals

4 Puerto Rico Department of Health P.R. Federal Grants and Contracts Training Summit - February 3 & 4, 20154 The PRDoH oversees over 65 federally funded Grants and Cooperative agreements that work to provide diverse health services to Puerto Rico residents.

5 PRDoH - Office of Federal Affairs P.R. Federal Grants and Contracts Training Summit - February 3 & 4, 20155 Serves as the Department’s liaison with the federal government and seeks to: Promote the optimal use of federal resources Ensure compliance with federal regulation Facilitate communication between the PRDoH and the federal government Identify new sources of income for the PRDoH

No substantial programmatic involvement is anticipated between the sponsor and the recipient. Cooperative Agreement - Assistance Substantial programmatic involvement between sponsor and recipient Contract - Procurement Acquire property or services with specific obligations for both sponsor and recipient. Types of Funding

7 Funding Priorities P.R. Federal Grants and Contracts Training Summit - February 3 & 4, 20157 The main criterion in the search for federal funds is: To increase resources to finance PRDoH priority projects. Federal funds must be aligned with public policy and the PRDoH Strategic Plan.

Share common goals. Comply by the terms and conditions established by the grantor agency.

Diseases such as: Influenza, Dengue, Chikungunya, Gastrointestinal diseases, Hepatitis and VIH/AIDS. EPIDEMIOLOGY Federal funds (yearly): $1.7M Population served: Island wide

Puerto Rico Health Information Network (PRHIN) Awarding agency: HHS - Office of the National Coordinator for Health Information Technology (ONC) Federal funds : $7.7M (ARRA)

21 21 Serves as operational arm of the PRDoH providing rapid response to public health emergencies. Oversees preparedness activities in order to strengthen our abilities to respond to all types of public health incidents and build more resilient communities. Federal Grant : Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness (PHEP) cooperative agreement Office of Public Health Emergency Preparedness and Response Awarding agency: Centers for Disease Control and Prevention (CDC) Federal funds (yearly): $13.7M Population served: Island wide

Reduce illness, death, disability, resulting from substance abuse and mental illnesses. Federal Grants Include: Substance abuse prevention and treatment block grant PR State adolescent Treatment-Enhancement and Dissemination Strategic Prevention Framework State initiative Grant (SPF SIG) Proyecto Iniciativa Federal funds : $9.6M (yearly)

24 24 Medicaid is a program created by the federal government, but administered by the PRDoH. Provides payment for medical services for low-income citizens. Provides health coverage to 1.6M recipients in P.R. which include: children, families, pregnant women, the elderly, and people with disabilities. Sources of funding: Medicaid $330M SCHIP $155M ACA $803M (yearly) / 6.4 billions (2011-2019) Federal funds : $1.3B (yearly) Awarding agency: Department of Health and Human Services (DHHS)

26 26 Sustainability In moments of economic needs, maintaining and increasing federal assistance is essential. Actively search new sources of federal funds. While we have no control regarding available future federal funds we do have control in how we administrate federal money. Proper administration of current federal funds is essential in order to be entrusted with future funds. Working together towards this common goal will put us in a better position to achieve sustainability. (Example: streamlining our internal procurement process, efficiency in expenses and payments and effective lobbying).
