4 Tourism Scenario: A mother in Ghent is interested in understanding where the nearest public lavatories with baby changing facilities are located in the city Working with the Ghent Living Lab, she develops a geo-location-enabled mobile application which enables travelling mothers to quickly locate baby-friendly public toilets closest to them As the Living Lab in Issy-les-Moulineaux has opened the same data sets in the same format, the application can be used in both cities without the need for adaptation Potential Service Scenarios Transport Scenario: A citizen with asthma who sometimes cycles to work in Athens creates an application that tells cyclists the pollution levels along cycling route. A citizen in Manchester with the same interests adapts this application for use with the data available in Manchester Both cities benefit from a ‘smart mobile application’ that makes it easier for their citizens to overcome health challenges and adopt a more active lifestyle

Costs for delivering public services may be greatly reduced as citizens contribute talent to R&D for free Device and location independence enables users to access systems using a web browser regardless of their location or what ever handheld device they are using (e.g., iPhone, Android, Blackberry etc.) Scalability increased as all citizens can potentially create public services without the need for highly skilled programmers, plus innovations can be shared across cities Economic growth & innovation as the power of Open Data enables SMEs to create new market products Added value delivered through the sharing of new innovative services between cities – mobile service apps that work anywhere Outcomes
