1 Seamless Transfer: High School, College, University Sam Houston State University has developed an extensive set of articulation programs including: Online Articulation, Joint Admissions, Reverse Transfer, Cooperative Advising, and Time Compressed Degree Programs. Success as a result of these programs is reflected in a 20+% increase in associate degree award rate at one partner college, nearly 400 new students per year participating in joint admissions, and over 55 transfer degree (articulation) programs offered to 40 Texas college districts via on-line articulation. Low program cost allows potential extension between all state colleges and universities.

4 Measures of Success Aggressive “Reverse Transfer” with 7 college districts participating to award associate degree. 20+% increase in associate degree award rate at one partner college for over 4 years, increases sustainable at all colleges via Reverse Transfer. Nearly 400 new students per year in Joint Admissions. Provide high school students the ability to create university transfer transcripts with partner colleges via Joint Admissions (15 college districts).

9 SHSU Articulation Overview - Umbrella Agreement Traditionally negotiate and sign individual agreements each institutions for each major, sometime each course. Articulate 50+ majors * 40+ college systems = 2,000+ agreements minimum to review and update every year! Sign one umbrella agreement supporting programs beneficial to transfer students. We offer basic Online Articulation/transfer services (55+ degrees) to all colleges without an agreement.

13 Web Based Articulation Agreements Articulation entirely web based! Designed as a cooperative recruiting tool. Goal to maximize transfer credit from college for first two years of a specific SHSU major. Transfers of 50+ hours from the associate degree are common, 60+ occur ( max 66 plus Kinesiology ). High School/College/University: Applicants and parents (support structure) know exactly what will transfer – no lost credits.

14 Web Based Articulation Agreements Formalized as law in several states. Typically print upon high school graduation. All universities must accept college transfer credit for specified time period. Texas de facto implementation: “common core of 43 hours:” just add 12 hours for each major!

15 2) Reverse Transfer Aggressively transfer courses from the university back to college to complete associate degree and certificate requirements. Extremely popular! Filter records for college Registrar degree consideration. Typical filter: 21 or more college transfer hours, 60+ combined college and SHSU credit hours. Transmit results electronically in encrypted format: spreadsheet (summary/contact information) and transcripts. Service requires umbrella agreement!

18 Reverse Transfer What if student does not transfer to SHSU and the transfer university does not support Reverse Transfer? Create a culture where transfer students are taught to contact the college and apply for reverse transfer degrees after attaining a combination of 60 or more total hours: college + university!

19 3) Joint Admissions Allows the student to enroll at either institution individually, co-enroll (including financial aid support), or alternate enrollment. Typically enroll at SHSU 6 months to 1-1/2 years latter. Participants are treated as university students even though they may not physically transfer to the university for more than a year. Split financial aid – consortium agreements.

20 Joint Admissions Students may ask college Registrar to transfer grades electronically to SHSU at the end of each semester at no charge. Grades processed electronically and placed on SHSU transcript even though the student has never physically registered/attended the university. Student web access via special account to transcript and degree plan software 24/7.

21 Joint Admissions Works best after accumulating 12 or more academic hours with an acceptable GPA (no longer require high school information). One time reduced fee – transfer to senior institution at students convenience. 28 5) Time Compressed Degree Plan High School Diploma/Associate Degree – 4 yrs: – 2.8 to 3.2 years based on block/hourly scheduling to complete the Texas university bound high school curriculum: first year college/university. – Approximately 24 hours dual credit: 2 nd year college/university. Baccalaureate – 2 years as transfer student taking 13 hours per semester on 120 hour degree program. Masters – most fields, 1 to 2 years.

29 Time Compressed Degree Plans Compression Potential: – Diploma & Associate – 4 years, – Baccalaureate – 2 years, – Masters Degrees 1 to 2 years – Total 7 years! – 6 years if really aggressive! – Leads directly to Ph.D.

30 Time Compressed Degree Programs Students are already starting to graduate simultaneously with the high school diploma and associate degree. In some cases they are awarded the associate degree prior to the high school diploma.

High school students have shown a preference in many districts for taking the classes at the college integrated with college students. “Advanced Degree Expectation” Prefer to be treated as “college students.” “Early Release” to attend college replaces early release for a job.

33 Time Compressed Degree Programs Most schools/colleges limit credit hrs/semester. Attend college during summer in high school between - sophomore, junior, and senior years leading to further credits & time reductions. AP, CLEP and other testing programs may be available.

34 Transfer Success Rate College transfer students have very high success rates. Prefer 30 or more hours at the time of transfer: – Far more likely to graduate than native university students. – Graduation GPA within +/- 0.1 points of native students. – Success replicated at universities state wide. Transfer students with 15 hours or less are at significantly higher risk of never graduating! High School (dual credit)/Early College risk ( treated as mature transfer students-know ropes )!

35 Implementation Cost The SHSU Articulation Coordinator is 1/4 time articulation and 3/4 time faculty! There are no other personnel having any of the listed programs as part of their primary or secondary job descriptions! Colleges have no employees dedicated full or part time to these programs! Extensive use of student programmers during implementation supervised by Computer Services professionals!

37 Fallacy: Goal of Core Complete Cost students year of life! Most university degrees were meant to be taken over 4 years. A college transfer student “core complete” who did not complete the first two years of the university major typically losses 9 months or more of their life!

38 Core Complete: Wrong Goal for Most Transfer Students Ex: Bachelor of Business Administration (BBA) The College of Business at most schools have a 6 course major core including: - 2 accounting courses - 2 math classes - 2 economic classes Students are blocked from all upper division courses till the core is completed!

39 Core Complete: Wrong Goal for Most Transfer Students A “core complete” transfer student not including the “business core” will have to wait a minimum of 9 months prior to starting junior/senior level work! Since they have transferred the college/university core they have no other viable courses to take. It takes 3 years to graduate rather than the anticipated 2 years. The advantage of “dual credit, AP, and/or Early College is lost!

40 Proper Transfer Goal As part of the transfer curriculum, complete at least the first year of the transfer major! If possible, complete all or part of the second year of the transfer major!

41 Proper Transfer Goal Not Sure of Future Goals? Hedge future by taking highest level mathematics, science, and other classes of which the student is capable. For example, if the student completes engineering calculus it counts towards all majors. A science course for majors provides the background a business major needs for technical sales as well as scientific majors, etceteras.

42 Additional Considerations Legal: We limit information exchange to programs designed specifically to benefit the students. We do not engage in information exchange for the benefit of the institution. Suggestions for Improvement: We depend on suggestions from partner institutions and students to improve services.

43 Associate Degree Tracks Track 1: Associate as a Terminal Degree: Traditional approach - frequently hours penalty. Track 2: Associate as a precursor to a bachelor degree: Student completing approximately 60 combined (college/university) hours toward the university transfer major’s first two year curriculum. Core and major classes are taken to match transfer institution requirements irrespective of college core and associate degree requirements.

44 Associate as a Terminal Degree Typically contains 6 to 12 hours that do not count towards the students final degree aspirations (hidden in core: speech, computer literacy, institutional designated, etceteras), loss of time and money! In last semester, there are not enough courses left to make staying in college economical. Combination encourages your most likely graduates to leave without graduating!
