5 5 UNCLASSIFIED HA Background European Command HA activities are financed by Overseas Humanitarian Disaster Assistance and Civic Aid (OHDACA) appropriation. In 2010 EUCOM Civic Engagement Program funded 145 projects in 19 countries totaling 17 million USD.

6 6 UNCLASSIFIED HA Project Types  HUMANITARIAN ASSISTANCE OTHER (HA-O)  RUDIMENTARY CONSTRUCTION/RENOVATION OF PUBLIC FACILITIES SUCH AS CLINICS, SCHOOLS, ORPHANAGES, DISASTER PREPAREDNESS CENTERS, DIGGING WATER WELLS  Stand-alone projects (10,000-500,000 USD)  US Government provides funding, local contractor does work; 2 year funds  HUMANITARIAN AND CIVIC ASSISTANCE (HCA) – EXERCISE-RELATED CIVIC ASSISTANCE – U.S. TROOPS CONSTRUCT/RENOVATE PUBLIC FACILITIES – Support to the population of remote, rural & underserved communities – Funding covers procurement of materials through the US Government and is NOT a grant to the agency/municipality; (10,000-15,000 USD); 1 year funds  HUMANITARIAN ASSISTANCE EXCESS PROPERTY (HA-EP) – DOD EXCESS PROPERTY IS NON-LETHAL, NON-HIGH TECH MEDICAL AND SCHOOL FURNITURE, EQUIPMENT AND SUPPLIES – Currently attempting to resolve EU taxation issue.

10 10 UNCLASSIFIED Specific Project Examples Fiscal Year 2007: Two projects HA/HCA ~ 10,500 USD; Fiscal Year 2008: Six HCA-Engineer outreach projects ~ 51,000 USD & One HCA-Medical Outreach ~ 212th Combat Support Hospital + Personnel from the Regional Military Hospital in Sliven performed 1002 Dental, optometry, and preventive medicine screenings to the population of 6 villages, medical supplies and consumables worth $21,000; Fiscal Year 2009: 11 HA/HCA engineer projects ~134,000 USD & 2 HCA medical activities: 9 Locations around Novo Selo Training Area and 4 locations in Varna Region ~ 58,000 USD. Fiscal Year 2010: six HA/HCA projects completed ~ 144,000 USD, nine HA projects to be awarded ~1,070 000 USD

What is the plan for partnering with local civilians, NGO,USAID, or other government agency?

What is being done? What kind of facility? --- Number of people served—Employees and users

Please give specific significance of the project and the area. --- For example, in the “Executive Summary” above, one could point out this is in the area around the training area, but here one could point out that it is 10 KM from the training area and prone to noise or traffic disruption due to the mission. --- This place is underserved or prone to protests, etc. --- Is it a strategic location? --- What is the historical significance (if any) about this project? 5. What is the sustainment plan? Who is going to support once the project ends? --- Specifically, who will be the owner once the project ends? --- Must be a government entity 6. What is the strategic communication plan for the project?

15 15 UNCLASSIFIED Project Request Process Submission of project proposals to US Embassy POC (ODC) on an annual basis. Review and approval of projects by Country Team/Ambassador. Submission of project proposals to EUCOM thru the OHASIS (Overseas Humanitarian Assistance Shared Information System) Review and approval by DSCA and EUCOM, then funding Execution of project by U.S. Troops when in country or by local company Note! Contract is awarded by US Government Contracting Agency: Army, Navy to the company directly. No funds are transferred to the local government or the beneficiary. ***FY12 project requests due to ODC no later than 01 April!

18 18 UNCLASSIFIED Takeaways Fiscal Year 2011: 17 HA/HCA projects in system ~ $1.2M Fiscal Year 2012: Project requests must be submitted to ODC no later than 01 APRIL 2011. This is a Defense Security Cooperation Agency funded program and is executed worldwide. HA Projects submitted for Bulgaria are reviewed, approved and funded by DSCA and EUCOM. The US Embassy is the submitting/forwarding agency and is NOT an approval or funding authority. Please call or email with questions!
