3 BRIEF REVIEW CAMPUS SECURITY IN A NUTSHELL: Keep threats outside the building whenever possible If threat makes it into building, minimize and delay access to victims Get help on the way as quickly as possible MUST BALANCE SECURITY WITH USABILITY OF BUILDING Cost is not only consideration If you construct to eliminate every possible threat, building cannot realistically be used as a school Want to protect against broad spectrum of threats

5 CAMPUS PROTECTION PATROL PROGRAM

6 OVERVIEW OF PROGRAM District is contracting with off-duty peace officers (“Contract Officers”) from area law enforcement agencies “Campus Protection Officers” (CPO) will provide constant vehicle and foot patrol of (primarily) elementary and middle school campuses. In the event of a serious emergency, all campuses will be able to communicate via radio with officers. Officers will be in marked police vehicles Primary objectives will be: a) to provide constant, high-visibility patrols of assigned campuses; and b) in the event of life threatening emergency, may provide a rapid response, in concert with local, on-duty police officers. May be diverted / assigned to stationary security duty at specific location if needed.

7 WHAT THE PROGRAM IS NOT Is not a substitute for or replacement for local, on-duty police. Campuses will continue to initially call 9-1-1 for police assistance. Contract officers should always coordinate their actions with, and defer to local, on-duty police. Is not meant to be similar to an SRO program. Contract officers will not be involved in student discipline or management. Is not a Plano ISD “Police Department”. Contract officers are provided for the limited purpose of providing high-visibility preventative patrols, and to potentially provide a rapid response to a true life-threatening emergency at a campus.

8 RENOVATION OF SCHOOL ENTRANCES “TARGET HARDENING” CONCERN: Design of some schools allows visitors to enter secure area of school undetected, without going thru office OBJECTIVE: Create a physical barrier that requires all persons entering school to be funneled into office, and then exit a second office door before reaching secure area of school Remove the “honor system” for office check-ins.

10 NO DELAY, MOBILE PANIC BUTTONS Elementary and ECS campuses Multiple buttons, issued to select staff Sends signal via radio directly to police department dispatcher In testing, signal was rec’d in under 7 seconds Target: 5 “test” campuses online by end of Month Target: all elementary and ECS campuses by end of school year
