2 Sept. 12-16, 2005CEOS/WGISS 20, Kyiv, Ukraine2 Background Based on experiences after the Great Hanshin Earthquake in January, 1995, the “Geographic Information System (GIS) Related Ministries-and-Agencies Liaison Conference" was ordered by the Cabinet in September, 1995. To promote efficient interoperability of GIS under the close cooperation of relevant ministries and agencies, and to determine the required measures for the spread of GIS. A Geographical Survey Institute (GSI) geographic information Clearinghouse was built based on these plans. The Clearinghouse is an information retrieval system, so a common metadata standard was necessary, and the Japanese Metadata Profile 1.1a (JMP1.1a) was developed in 1998 based on 1st edition of ISO19115 under a government/private joint research project. The Clearinghouse used this standard until ISO19115 was finalized. ISO19115 was finalized in May, 2003, and JMP1.1a was revised, based on ISO19115 in November, 2003 under a joint research project. It is called "JMP (Japan Metadata Profile) 2.0".

JMP 2.0 contains the “Core Metadata“ elements from 19115, and other extended elements, to include about 70 elements. ISO19115 metadata package (About 400 items) JMP 2.0 (About 70 items) Core Metadata (About 50 items)

Responsible party information, Quality information and Distribution information were not well matched because this information was in other databases or documents. –Quality information Included in inventory data: cloud coverage, line loss ratio, quality evaluation, gain mode. Other sources: dynamic range, absolute positional accuracy, radiometric accuracy, format consistency, temporal validity, non quantitative attribute accuracy, etc. –Distribution information (order options) –Constraint information (provided by RESTEC)

7 Sept. 12-16, 2005CEOS/WGISS 20, Kyiv, Ukraine7 Further concerns 1.JMP 2.0 does not have some important items required for satellite data such as sensor specifications and path/row information. 2.JAXA has a Quality management document, but the quality evaluation method is not yet based on the 19115 procedures.

Metadata are registered in the Clearinghouse as search keys. Uses Z39.50 protocol for searches.
